121 a a a a a a a a Chattanooga Firemen Still May Strike CHATTANOOGA (AP) Chattanooga's firefighters still may strike unless the city offers an improved wage and fringe benefits package, a union spokesman said yesterday. Capt. L.C. (Huck) Williams, spokesman for Local 820, International Association of Firefighters, said there was a 50-50 chance of a strike even if the city accepts a proposed code! of operating procedures which the union wants in lieu of a labor contract. "THE CITY HASN'T moved one cent from its offer," Williams said referring to the increase proposed earlier by the City Commission for all 6,000 city employees.

Meantime, Gene Roberts, commissioner of fire and police, predicted a "very lengthy discussion" on the proposed code which he said bore little resemblance to the working document the city had submitted to the firemen's union. Roberts said he also saw no chance the City Commission would grant any further economic concessions to the firefighters. WILLIAMS SAID the union planned to reduce its 46-cent an hour across-the-board request but would not reveal the new figure it will ask. said the code which would in put personnel procedures and work rules a city ordinance is being studied by city attorneys. The city has refused to grant the union a labor contract but has agreed to study the proposed code.

While the commission agreed to a number of requests by the union in non-money items, it has refused all requests for improvements in fringe benefits which would cost more except for an improved health insurance plan. WILLIAMS SAID that improvements to the health plan were generally good though they did not include all the items the union had asked. Other items include increased uniform allowance, more vacation time and extending educational bonuses for college degrees to those who have two-year degrees in fire science. Union leaders plan to meet with Roberts this week. Williams said that all pending matters would be discussed at the meeting, including the code, the latest union wage proposal and the fringe benefits.

"THE CHANCE OF a strike will decrease in proportion to whatever the city offers us," Williams said. Following the meeting with Roberts, there would be a called meeting of the union's 477 members to vote on whether to accept the city's offer, Williams said. The membership already has empowered its Budget Committee to call a strike if it chooses. The 46-cent an hour increase asked by the union would have meant a $1,435 per year raise for each man. With the increase, a beginning private will be earning $10,490 a year and a veteran captain $14,485.

Moreover, firemen earn an annual bonus of up to $400 a year based on seniority. SMITHVILLE, A DeKalb County teen- J.L. Meadows Dies; Rites Set MANCHESTER, Tenn. L. Meadows, 91, of Manchester, a retired teacher, principal and former school superintendent, died yesterday in Crestwood Nursing Home. Services will be at 11 a.m.

Others saw a piece of the same CBS show instead of NBC's Quincy.

-Age 93, died Monday September 4, at Nautilus Memorial Hospital in Waverly. A native of Franklin, he was the son of Joseph Alexander and Rachel L. Russell Gray. He was educated at Mooney Preparatory School (now BGA) in Franklin, the University of Peabody College and Austin Peay State College. Mr.

Gray has taught in the schools of Hickman and Warren Counties, and served as principal of Woodlawn Elementary School in Birmingham, and Wavery Grammer School for 30 years. He taught Latin and Greek at Western Kentucky State College before joining his brother, Madison Russell Gray in the school system at Waverly. A Classicist whose teaching methods were rigorous, he was reguarded with both respect and affection by his many students. An accomplished musician, both instrumentally and vocally, Mr. Gray organized and conducted a Community Orchestra in McEwen, Tenn.

Music and Drama always played an important part in the cirriculum of his schools. He was an avid concert theater enthusiast, and in recent years his classical record collection was one of his principal pleasures. Mr. Gray was active in humanitarian causes and much of his work with the disadvantaged was on a personal and private basis. He was a lifelong Presbyterian and served as an Elder and Sunday School Superintendent of the Waverly Cumberland Presbyterian Church.

Following retirement from teaching, he entered the insurance business and remained active in it until his retirement at age 88. He is survived by his wife, Mrs. Grace Perry Gray; one son, Dr. James W. Gray, Dorsey, two daughters, Mrs.

Marion G. Shepp, of Lexington, and Mrs. Jane G. Buchanan, Oak Ridge, five grandchildren, Russell and Susan Shepp, of Lexington, Joey Buchanan, a student at Vanderbilt Medical School, Stephen Buchanan, a student at Vanderbilt Engineering School, and Joseph B.
