LAURA MILNER Staff Writer While Middle Tennesseans are drying out from recent rains, East and Southeast Tennesseans still face the brunt of a 27-month-long drought that has damaged water quality and reduced stream flow.

TVA officials say the drought still afflicts the agency's upper tributaries, drying up streams, creeks and groundwater aquifers, and leaving the major rivers at 10-20 of their normal volume. "A lot of the rain last week fell in the Cumberland River basin rather than in the Tennessee River basin," said Carl Vines, division editor of air and water resources for TVA. "TVA is only operating at about 60 of its normal hydroelectric generation capacity." While TVA does not sell or supply water to water companies or manufacturing plants, the agency does control the water flow in the Tennessee Valley through a series of dams it either owns or operates, Vines said. State and federal standards require TVA to make sure the water is flowing adequately to operate power plants and paper plants along the rivers, he said. "We have an agreement with Tennessee Eastman to supply a number of gallons of water per minute through the river at Kingsport.

DUNLAP, Porter, Jr. Age 64, formerly of Nashville and Huntsville, died Thursday September 4, 1986 at the VA Hospital in Tuscaloosa, Ala. after a long illness. Mr. Dunlap attended Vanderbilt University and was a member of Kappa Alpha Fraternity.

He graduated from the School of Engineering in 1950 with a degree in Electrical Engineering. He was an executive with the National Aeronautics Si Space Administration at the George C. Marshall Space Flight Center in Huntsville, Ala. from 1959 until his retirement in 1980. He is survived by a daughter, Mrs.

Wayne Douglas Siegel, of Charlottesville, West Va. and three grandchildren. The family will receive friends at the Broadway Chapel, Tuesday from 7-9 p.m. Private graveside services will be held Thursday at Mt. Olivet Cemetery.

The lack of rain over the past 27 months has caused mountain streams and creeks to dry up, affecting river flow in a "drastic way," Vines said. "This has forced us to cut back on the speed with which water flows through the TVA reservoirs," he said. "That makes the reservoirs more stagnant and more subject to oxygen depletion, which affects the overall water quality." Low oxygen content allows more minerals to dissolve in the water and leads to problems with iron and manganese, he said. TVA officials have been working with water treatment plant operators for a year to correct the water's odor and mineral problems, and Vines said the treatment plants have corrected the deficiencies.

"But unless we begin to get some rain to correct the water quality, by next summer things could really be difficult for people living in the Tennesee Valley," he said. The valley's rainfall averaged 3.79 inches for August, and normal rainfall for that month is 4.09 inches, TVA reports. This left rainfall for the first eight months of 1986 at a record low of 20.68 inches several inches below the valley's normal 37 inches of rainfall for that period. Young has been arrested three times in Tennessee on drunken driving charges and once for assault and battery against a woman in 1983. The assault and battery charge and at least one of the DUI charges were later dropped. The outcome of the other charges could not be learned last night Young's attorney, Grant Smith, said he understood "the situation's all blown over," although he said the charges have not been dropped. "Mr. McQuskey resigned before that meeting," Simpson said. Donnell's resolution specified it would take effect upon passage. The west Wilson County commissioner also said she believes there are efforts being made to convince newly elected commissioners to rescind her resolution at next Monday's commission meeting. She claimed opponents of the measure are spreading misinformation about the reason for the resolution.

"They are telling people that the resolution was a way to keep McQuskey on different county boards, like the board of zoning appeals" she said. Mcauskey, who did not seek re-re-lection as a commissioner, was defeated Aug. 7 in his effort to unseat Simp-soa Donnell added that the resolution, which she said she first introduced four years ago, was not directed at Simpson. However, Simpson said he did consider it a "slap" at him, but he refused to elaborate.
