Tillett Brothers Construction Co. has won $17 million in contracts from the state Department of Transportation to build a road to the Nissan plant site here, Mayor Sam Ridley said. The four-lane access road will cross U.S. 41 and state Highway 70 to connect the Nissan site with Interstate 24 at the Almaville Road junction. Three separate contracts were let for the project the first for work near the Almaville exit; the second for the interchange across the highways, and a final contract for the industrial access stage of the project, State Transportation Commissioner Robert Farris said.

"Tillett Brothers was low on all of the bids," DOT engineer Lewis Evans said yesterday. "I had hoped to get the contract," said Gerald Tillett Jr. "You are bidding against everyone in the state for a project like. this." Farris said the road is uled to be completed by spring of. 1983, the year the Nissan plant is to open.

Judge Thomas Boyers III Sat on Ninth Circuit bench Judge Boyers Dies; Services Tomorrow GALLATIN, Tenn. Thomas Boyers III, 79, judge for Tennessee's Ninth Circuit Court, died yesterday in his home. Mr. Boyers was appointed judge in 1965 by then-Gov. Frank Clement.

Services will be at 2 p.m. tomorrow in Gallatin's First Presbyterian Church. The Rev. Charles L. Moffatt Jr.

will officiate. Burial will be in Gallatin City Cemetery. The body is at Funeral Home, Gallatin. Mr. Boyers was a trustee of First Presbyterian Church, where he also had served as a deacon and elder.

A native of Gallatin, he graduated from Williams Preparatory School and Vanderbilt Law School. Survivors include his wife, Johnnie Mae Boyers; a daughter, Betty Ann Boyers; two sons, John Harkey and Thomas Boyers IV, and three grandchildren, all of Gallatin. Memorial services for Michael L. Love, 19, of Washington, a native of Manchester and a sophomore at the University of Tennessee, will be at 3 p.m. today at Cumberland Presbyterian Church here. Mr. Love died Friday in UT Memorial Hospital.

Burial will be in Woodlawn Memorial Park. Mr. Pulley, who lived all his life in the Donelson area, was retired from the Davidson County Highway Department after 25 years of service. He was married to the. former Haynie Massie Pulley.
