Report Putting State 47th Hit By Ellington MEMPHIS (UPI) Former Gov, Buford Ellington, apparently stung by a report from the Tennessee Education Association released last week which ranked Tennessee 47th in the nation in funds for pupil expenditures, told a Memphis television reporter he did not agree with the "All the money on education (in the state) is not being reported and I can prove it," Ellington said. In an interview taped Saturday in Nashville and shown yesterday on WMC-TV, Ellington said he would like to see the legislature pass laws where the Legislative Council would report all expenditures on education. "I'VE NEVER had any argument," Ellington gaid, "but now that I'm out of of- fice I can state that it is a fact that the figures are not right." He said he found bonds sold by counties for construction of schools were not reported. He said he was very proud of the state's network of junior col-, leges, vocational and training schools. "Every dollar spent on education, no matter how it is spent, should be counted," he said.
