Yen Value Firm, Japan Aide Vows The New York Times News Service TOKYO Kakuei Tanaka, Japan's minister for international trade and industry, said yesterday that there would be no further revaluation of the yen and staked his personal political future on making the government's new economic program work without revaluation. At his first news conference for foreign journalists since he took over his present cabinet post 10 months ago, the stocky, outspoken minister predicted an early reduction of Japan's excessively favorable trade, payments and foreign exchange balances and said he would hold himself administratively and politically accountable for successfully implementing a seven-point plan adopted by the government over the weekend aimed at correcting foreign imbalances and stimulating the domestic economy. At 51, Tanaka is considered the leading candidate to succeed Eisaku Sato as prime minister of Japan.

India Heat Wave Kills 357 Persons NEW DELHI (UPI) A heat wave gripping threefourths of India's land mass for the past 16 days has killed 357 persons, it was reported yesterday. The heat wave hit hardest in the northeastern state of Bihar where 101 persons. mostly children.

House Votes Antihijack Device Funds WASHINGTON (UPI) The House Appropriations Committee appropriated $2 million yesterday for general installation of electronic screening devices to help avert air hijackings.

The administration did not ask for the money and took the position that airlines have the major responsibility for buying and installing such detection equipment. ABOUT 350 of the devices. called magnetometers, have been installed at boarding points in major airports. Mostly at airlines expense. The committee said 800 more were required, and that the government ought to pay for them.

If the committee's recommendation is approved by House and Senate as expected. the magnetometers would be purchased by the Federal Aviation Administration (FAA) and turned over to the airlines for maintenance and operation at their expense. Use of existing magnetometers resulted in 2.250 arrests in 1971, 350 of them for carrying illegal firearms. More than 700 firearms were seized as a result of a general screening process that also includes use of psychological profiles to spot potential hijackers. Utility Loan To Be Closed FRANKLIN--Area and federal officials will meet at 1 p.m.

today in the Williamson County Courthouse for final closing of a loan for a proposed $350.000 water utility district development program to serve 220 customers in Williamson County. The district will serve residents in the Mill View, Croftin and Arrington sectors. providing 18 miles of line, according to district officials. Those slated to attend the closing meeting will be representatives of the district as well as the Farmers Home Administration which will provide. in loans and grants, up to $302,000 of the proposed $350,000 program.

Chairman of the utility district is Frank Ingraham, with William Paschal Jr. as president, and J. Buford Hollins, secretary-treasurer.
