0 "I THg TENNESSEAN, Thundoy, Moy 8, 1980 Warden Wants Inmate Free-for-Ali CHARLESTON, W.Va. (UPI) -Warden Donald Bordenkircher wants to stage a contest involving a bareknuckles free-for-all to identify the toughest inmate at the West Virginia Critics, including gubernatorial candidate H.J. Rogers, have attacked the idea as "barbarous" and "bloodletting." But Bordenkircher said he has had a favorable reaction from the inmates and staff, and said he is going ahead with the contest. ROGERS, AN ATTORNEY who has represented inmates in court, was particularly critical of the final phase of the contest. The final is billed as a bareknuckles free-for-all in which 10 men with the highest point total from preceding contests would participate.

The last man standing in the ring would be the "King of the Mountain according to the warden, and would receive $300 from the inmate benefit fund. OTHER CONTESTS include chess, checkers, wrestling, arm wrestling, distance runs, football and softball throws, handball, an obstacle course, basketball foul shooting, boxing and weight lifting. r'I personally consider the contest barbarous," Rogers said. "The idea of putting 10 men in the ring at once and having them slug it out smacks of the old days when the masters had their slaves fight one another out behind the barn." Bordenkircher said the idea of the contest is to encourage inmates to become involved in exercise programs. Schwarzlose 's woodpile and Governor Bill Clinton's woodpile? Governor Clinton's By JIM ALLEN RISON, Ark. (AP) At first, it seemed like a masterstroke of political ingenuity training the unemployed in Arkansas to cut firewood as a cheap source of energy for the elderly poor.

But the once-bright idea has turned into a costly fiasco, prompting the resignation of the state official wno conceived it and causing young Gov. Bill Clinton considerable embarrassment at the hands of his elderly opponent in the May 27 Democratic gubernatorial primary. CLINTON, 33, THE nation's youngest governor and regarded as one of the Democratic Party's rising stars, is running for a second term against Monroe A. Schwarzlose, 78, a retired turkey farmer from nearby Kingsland, Confident and popular with youthful good looks, Clinton represents, in a way, the triumph of urban management and planning. By con-: trast, Schwarzlose is contentious, wears overalls and preaches old-fashioned common sense over government spending.

He doesn't even have a telephone. When the two were competing in 1978 to succeed Gov. David Pryor, who was elected to the Senate, Clinton, the former state attorney, general, defeated Schwarzlose handily. But Jhen, Clinton didn't have a record to run on and didn't have much to criticize. NOW.

SCHWARZLOSE IS making the most of what has become known as "Clinton's wood-pile." It was a good idea, some say, that simply -didn't work. "Zl. The program, known as Special Alternative -Wood Energv Resources, or SAWER, and financed entirely by federal funds, was intended to train the jobless to cut firewood for the low-income elderly. When the SAWER program was officially terminated last week in a bureaucratic mess, the final tally of its cost showed that more than $69,000 in taxpayers' money was spent to cut 12 cords of wood. That amounts to $5,750 per cord.

Initial estimates had put the cost at $62,000. STATE OFFICIALS BLAMED SAWER's failure on a federal regulation that prohibited trainees from cutting wood on the land of the elderly homeowners it was intended for. Unused funds from the original total of $509,000 woodpile cost taxpayers $62,000. Monroe A Schwarzlose's woodpile cost $20.
