Albert Gore Jr. has been named chairman of a somewhat mysterious-sounding group, "the Congressional Clearing House on the Future." Actually, the group seeks to take some of the uncertainty out of the next two to three decades by cussing energy, economic and housproblems, which will confront Congress and the rest of the nation during those years. END Death Notices E. Garner, Fought N-Plants, Dies, Rites Today SCOTTSBORO, Ala. (AP) William E. Garner, 54, a Scottsboro attorney long identified with environmental battles, died early yesterday of an apparent heart attack. Garner, a former assistant Alabama state attorney general, had been a staunch adversary of the TVA and nuclear power development.

HE WAS THE husband of Mary Texas Garner, former Alabama secretary of state, state auditor and state treasurer. Services will be at 2 p.m. today at Scottsboro St. Luke's Episcopal Church. Garner began his fight against nuclear power plants in 1970, when the TVA condemned part of Mrs.

Garner's farm near Scottsboro for its Bellefonte Nuclear Plant. "In the beginning, the fight was just to hold on to the land," Garner said later. "That was before I knew anything about nuclear energy. "AS WE GOT further into it, I realized nuclear energy was evil no matter whose land they He resigned his state office in 1971 to help in his wife's unsuccessful congressional campaign in 1972. Garner, a native of Ozark, filed what he said were the first southern suits against nuclear power plant construction, intervening in nuclear project applications in Alabama, Mississippi and Tennessee.

HE WAS AN outspoken critic of TVA power policies, especially in the matters of air pollution and nuclear plants. Garner was chairman of the National Committee for the Application of the Nuremburg Principles, an anti-nuclear organization concerend with possible violations of human rights by the nuclear power industry. He was a member of the Alabama Conservancy and the Catfish Alliance, a southern regional anti-nu-ing clear organization. Survivors include his wife, a daughter and a son, all of Scottsboro. Clothing Textile Union Meets Here Saturday Statewide delegates from the Amalgamated Clothing and Textile Workers Union (ACTWU-AFL-CIO) will hold an all-day Congressional District Committee Conference here Saturday at the Sheraton, downtown.

The conference will begin at 8 a.m. A spokesman for the group said the conference will focus on labor's 1979 political goals and training for grass roots action. Trade union leaders representing 40 locals and some 10,000 workers will give top priority to discussions of two major issues, national health care and President Carter's antiinflation program. (UPI) School was to resume in Carter County today, with striking teachers refusing to say whether they planned to obey or ignore a chancellor's order ending their strike. Spokesmen for the teachers, who have been off the job for a month, said lengthy talks with the school board took place yesterday, but little was accomplished. "I HESITATE even to call them negotiation sessions," said Steve Ward, executive director of the nessee Federation of Teachers. Joe Treadway, county school superintendent, told the teachers that the financially cramped system has been operating mainly on federal money. The county commission last month approved a $1.1 million i schools budget, some $600,000 less than Treadway has requested.

"We'll probably know what we'll do about 8 in the morning," Ward said of the teachers' decision on whether to return to work. CHANCELLOR Jerry Scott of Waynesboro ordered an end to the strike, but refused to declare it illegal.
