Results from the November rating sweeps show that ABC did all right with its Beatles miniseries, but ratings failed to match the hype surrounding the three-part special. Part I came in sixth in the weekly Nielsens, but Part II dropped to 13th.

The finale, on Thanksgiving night, sunk to 36th. Christmas shows Jim Henson's Muppet factory makes a bid for yuletide TV immortality tonight with "Mr. Willowby's Christmas Tree" at 8:30 on CBS-32. The show, though, falls short. It's a passable tale and something new for children, but neither the story nor the songs are anything special.

The plot centers on a theme familiar to millions of families who go searching for the perfect Christmas tree each December. Robert Downey Jr. is Mr. Wil-lowby, a rich, eccentric sort of jolly good fellow who shares his mansion with his butler (Leslie Nielsen) and Miss Adelaide (Stockard Channing), the upstairs maid. A family of Muppet mice also inhabits the House and is also searching for the perfect tree.

Charlie Brown too The gem of the Christmas cartoons remains "A Charlie Brown Christmas," at 8 tonight on CBS-32. It's celebrating its 30th birthday as the oldest, most-watched and still the best of the Christmas shows. The show's musical score by Vince Gua-raldi has become a classic. It's a simple, honest, sentimental and funny story. Snoopy's commercialized decoration of his doghouse and Lucy's wish list still make state ments about materialism three decades after Charles Schulz put the special together.

Charlie Brown's depression over holiday cheer is something that many feel. His visit to the roadside psychiatric stand where Lucy demands cash up front is funnier now than when she first set up her practice. In this era of artificial Christmas trees, Charlie's quest for one that isn't plastic or aluminum is touching, as is Linus' biblical reading about the real meaning of Christmas. Billboard awards Pop-music lovers will gather around the tube again tonight at 8 for "The Billboard Music Awards," another in the long list of specials that hand out honors. Fox-41 will broadcast the special.

Sometimes these shows look interchangeable, with the same folks trotting up on stage time after time. Maybe they ought to combine these programs and give Hootie the Blowfish and the others a half dozen statues at once. Cronkite on families The holidays are a time when families get together, but we're also more splintered than ever before, as "The Cronkite Report" reveals at 10 tonight on the Discovery Channel (TKR-32). The program also will unveil the results of a University of Virginia study of 1,000 families and the effect of divorce on the children involved. ABC's announcement yesterday that it was jumping into the cable-news wars in 1997 means that it thinks the 500-channel universe is big enough for more than one news contender. When Fox-TV's Rupert Murdoch said last week that he might also field a cable-news channel, Turner welcomed his rival by saying he would squash that effort like a bug.

Most network newscasts aren't profitable. Turner hasn't gotten rich off CNN, which is starved for large audiences in between big breaking news stories. Starting and maintaining a 24-hour news network is also easier said than done. Just ask ABC and Westing-house, which just acquired CBS. They jointly set up two cable-news networks, but wound up selling out to Turner.

ABC has the advantage of having the No. 1 rated network newscast, and can draw on its affiliates across the country. But Murdoch, whose Fox network doesn't have a national newscast, would be starting from scratch like Turner did when he set up CNN in 1980. Broadcast updates A new station at 94.7-FM won't say what kind of music it will play when it makes its official debut, but it's airing continuous, commercial-free Christmas music. Bill Hazen, general manager of WRKA, which owns the new outlet, says it will probably introduce its format around New Year's Day.

WQNF 105.9-FM has changed its call letters to WXNU to further separate its alternative rock-music format from WQMF, its parent station. The new name also coincides with the stronger signal the station is putting out because of a new tower and transmitter, according to station owner John Otting Sr. Bill Cosby will star in a CBS sitcom next fall. The show, based on the British sitcom "One Foot in the Grave," is about an older man trying to cope with modern life.
