Great Britain's drastic efforts to strengthen her military forces are being made coincidentally with a quiet but steady tightening of the American army's efficiency.

regulations required periodical efficiency reports on major generals as well as on the 12500 officers below that grade, officials disclosed today. The single exception is the chief of staff, the only active officer with the raiik of full general. He reports to the Secretary of War. Military circles understood the regulation was occasioned by wholesale reshuffling of top ranks. This was caused by the fact that near- ly'a score of major and Brigadier General reach the retirement age this year.

The high command deemed it had insufficient knowledge of the relative worth of the remaining major general, particularly those holding the rank temporarily while heading War Department bureaus or military special branches. Accent on Youth In a far less spectacular faslu'on than Britain's of 13 aging generals, the American high command long before had put a definite accent on youth in promoting and training officers. Britain hastened the injection of more youthful blood into top ranks by reducing the age limit for active service from 67 to 60 for generals and from 62 to 57 for major generals. The American reitrement age remains 64, but the War Department has been empowered by Congress to lower it by two ye'ars and thus further make way for younger men. Further in line with the recent policy, a general staff study of means to revitalize the Army's promotion system is being made.

II it is completed in time, recommendations will be submitted to the next Congress. The stress on youth has been evidenced by the manner in which Senior eligible officers have been passed over in the selection of major and brigadier generals. More youthful officers far down the list sometimes have been chosen. Two O'Daniel Failed to Endorse Issue Statements THERSPAY. AtfC-UST IS.

Stephens' opponent, Judge Harry Graves, was endorsed bv OTJan- iel. Other candidates got in their views with speeches and electioneering. Terrell at Abilene said "I am sure no one wants to substitute inexperience for experience at this crucial period in the economic history of Texas." He declared when O'Daniel began, as governor, his campaign to bring new industries to Texas he would find the Rail- road Commission had already laid the groundwork. Rivals Heard Walter Woodul, candidate for attorney general, said in a radio speech at Port Worth he proposed to give O'Daniel the benefit of his political and legal experience in passing laws to take care of the aged "in a manner befitting a great and a wealthy state like Texas." Woodul was endorsed by O'Daniel. Gerald Mann, Woodul's opponent, said at Quanah he was "running "solely on the Gerald C.
