ifMOTi -AP Wlreoholo NEW YORK (AP) Stock market prices fell again yesterday, continuing last week's slide as investors greeted the beginning of Phase 4 with skepticism that it could stem inflation, analysts said. The Dow Jones average of 30 industrials closed down 9.18 at 883.20. Declining issues on the New York Slock Exchange had a broad-based lead over advancers in a light volume of 11.33 million. THE DOW blue chip indicator gave up more than 17 points last week. Its losses have obliterated gains during July.

"There's a growing that Phase 4 won't work," said Louis Abt of Granger Co. There was also some investor uncertainty over President Nixon's scheduled statement later this week on the Watergate case, he said. Said Monte Gordon, analyst with Dreyfus "It looks like interest rates will go considerably higher." "The market has been very sensitive, very nervous," he said. The discount rate is charged by Federal Reserve banks on loans to commercial member banks. The increase is effective today. The board said the increase to 7.5 "was taken in recognition of increases that have already occurred in other short-term interest rates THERE ARE 12 Federal Reserve banks in the country. The increase reflects rising interest rates throughout the economy. In recent days many banks increased their prime lending rate to 9.25, the highest in history.

The Federal Reserve discount rate cannot differ too greatly from interest rates generally. Commercial banks would tend to borrow disproportionately from Federal Reserve banks at the lower interest rate, rather than seek out other sources of lending funds. Japan Firms To Link Up TOKYO (AP) Hitachi Ltd. and Fujitsu Ltd. have agreed to set up a joint venture to develop, manufacture and market computer peripheral and terminal equipment.

A spokesman said the new company, to be known as Nippon Peripheral will devote its first year to research and development and begin production in the second year. It will be initially capitalized at about $380,000. The joint venture was interpreted as a second phase of a tie-up agreement signed between the two companies in October 1971. Japan Imports, Exports Rise TOKYO (AP) Japan's validated imports and exports rose to records in July, the government reported. Imports rose 100.3 to $3.77 billion from a year ago and exports rose 37.8 to $3.53 billion, the Ministry of International Trade and Industry says.

The' government attributed the increase in import value to brisk domestic demand and a rise in prices. Scrap iron topped the list, followed by pig iron, barley, textile goods and autos. The administration has acknowledged the sale resulted in, at least a $500 million increase, but Agriculture Secretary Earl L. Butz has denied that the transaction is primarily responsible for higher prices. THE PRICE of wheat has tripled over the past year and last week surpassed the record $4-a-bushel mark. Bread costs have gone up three or four cents per loaf and beef is unavailable in some areas.

The Agriculture Department forecast last week that 1973 food prices may be 18 to 22 above last year's. The CEA accused Dreyfus of filing erroneous reports between July 7, 1972 and Oct. 20, 1972, on the exporter's fixed-price cash position in wheat. The range of error was from more than 900.000 bushels to more than 25 million bushels, the complaint said. Slightly more than a month ago, the CEA accused Continental Grain which accounted for more than half of the sales to the Soviet Union, of submitting incomplete and inaccurate reports on its transactions during roughly the same period.

Kennedy III, son of the late Sen. Robert F. Kennedy, crashed out of control yesterday on Nantucket Island, injuring his brother, David, and two young women companions. Both women among seven persons in the car were reported in serious condition at Cape Cod Hospital. POLICE said Joseph Kennedy, 21, would be cited for dangerous and negligent driving.

He escaped injury. David Kennedy, 18, was reported to have suffered a badly sprained back. Officials at Cape Cod Hospital said he was "resting comfortably" last night. A hospital spokesman said "there is no great cause for alarm" about David. Orthopedic surgeons were hurried to the scene after Kennedy and three other occupants of the auto were flown from Nantucket by a hospital plane.

MRS. ETHEL Kennedy was at the hospital last night, as were Sen. Edward M. Kennedy and Sargent Shriver, uncles of the two Kennedy boys. Most seriously injured was Pamela Kelly, 22, Hyannis-port, who underwent surgery for a possible spine fracture.

Doctors said Miss Kelly was in "very serious" condition and that they feared she might be paralyzed as the result of the accident. Mary Schlaff, 22,. Grosse Point, was treated for a fractured pelvis. Patricia Powers, 22, Spring Lake, N.J., and Kim Kelly were released after examination. THE SEVENTH occupant of the car was identified as Francis Dionis.

Police Chief Wendell Hows "said the youths were riding along a two-lane road in what he called a "Jeep-type vehicle." It overturned, spilling all but Joseph to the ground. "We haven't had anything this bad in a long time," Hows 8aid- Police said Kennedy would be arraigned Aug. 23 on a charge of driving a motor ve- hide "negligently so that the lives and safety of the public might have been endangered." Kennedy and Robert Kennedy both were assassinated. Sen. Edward Kennedy narrowly escaped death in. a plane crash eight years ago, also suffering a back injury. On July 19, 1969, Kennedy was driving a car on Chap-paquidick Island when the car crashed off a narrow bridge.
