Brownlow, who began his career with the Nashville Banner in 1900, became fatally ill while addressing a luncheon meeting government executives at the Army-Navy Country Club.

Born in Buffalo, Brownlow moved from the Banner to the Louisville Courier-Journal, then to Washington as Banner correspondent. He also worked on the old Paducah News-Democrat and for a time was city editor of the Louisville Times. A CLOSE FRIEND of President Woodrow Wilson, Brownlow was appointed by Wilson to the board of commissioners of the District of Columbia, where he served for the last three as its president. Wilson appointed Brownlow to the post in 1915 when the work of the journalist, who was serving as special writer and foreign correspondent at the Haskins Institute, attracted the president's attention. As chairman of the President's Committee on Administrative Management in 1936-37.

Brownlow coined the phrase "a passion for anonymity" when asked to describe Harry Hopkins, Flelix Frankfurter and other close advisers to president Franklin D. Roosevelt.
