He will join Dale Earnhardt Jr.

and Steve Park in The Intimidator's garage, The Associated Press reported yesterday. A formal announcement is expected today. Earnhardt and Waltrip were not immediately available for comment. Waltrip now drives for Ultra Mo-torsports and is 28th in the standings in his 15th season. The native of Owensboro, has never placed in the top 10 in the final standings but has finished outside the top 20 only twice.

This year he has one top-five finish and another in the top 10. Gordon's team fined, but he'll keep victory DAYTONA BEACH, Fla. Jeff Gordon will keep his Richmond victory, but it will cost him and his Hendrick Motorsports team. NASCAR inspectors found an illegal engine part after Saturday night's race at Richmond International Raceway. Yesterday Robbie Loomis, crew chief for the No.

24 Chevy, was fined $25,000 for using a part that has not been approved by NASCAR. The sanctioning body also took away 100 of the 180 points Gordon earned for the victory both from the driver standings and from Rick Hendrick in the owner standings. The part in question was an intake manifold, said Mike Helton, NAS-CAR's senior vice president and chief operating officer. Hendrick said the team will appeal the penalty. "I feel now is a good time to move on," the 37-year-old Mullin said. Pacers president Donnie Walsh said the move was made to give the five-time All-Star a chance to catch on with another team.

Mullin's playing time was cut drastically last season, his 15th in the NBA. He played in only 47 games, averaging 12.4 minutes and 5.1 points. Dubai World Cup purse passes Breeders' Cup DUBAI, United Arab Emirates The Dubai World Cup is reclaiming its status as the world's richest thoroughbred racing card. The Dubai World Cup Committee added more than $3 million to the jackpot yesterday, so the races next March will be worth $15.25 million. The purse for the UAE Derby, run for the first time last March, has been raised to $2 million from $500,000, and the Godolphin Mile will be raised to $1 million from $250,000. The feature race, the Dubai World Cup, is still worth $6 million.

The Breeders' Cup card at Churchill Downs on Nov. 6 will have a $13 million purse. HARNESS RACING Filion agrees to plea bargain WHITE PLAINS, N.Y. Race-fixing charges against Herve Filion, who won nearly 15,000 races, have been dismissed in exchange for a guilty plea on a misdemeanor tax charge. "I'm not guilty of nothing when it comes to racing," the Hall of Fame driver said Monday after he and two other drivers admitted in state court that they failed to file state tax returns in 1996.

"I'm very bitter about the whole situation." Alan Blumenkopf, who prosecuted the case, said only that the plea bargains were appropriate. Filion, 60, said he would seek permission to race again in New York, where he has been banned since his arrest in 1995. He, Frederick Grant and David Ingraham had been accused of grand larceny and conspiracy for allegedly fixing races at Yon-kers Raceway. Those charges were dismissed Monday. GOLF Canadian Open has high TV ratings BRISTOL, Conn.

ESPN said yesterday its final-round coverage of the Canadian Open, where Tiger Woods defeated Grant Waite for his ninth victory this year, attracted the highest viewership for a golf telecast in the network's history. Sunday's final round was seen in 2.74 million homes, topping ESPN's previous golf record of 2.67 million for the final round of the Mercedes Championship in January. The Canadian Open received a 3.45 rating, second only to the 3.46 for the Mercedes, which was shown in prime time. On ESPN, each rating point represents about 782,000 TV homes.
