Kuvin, a former VVHAS-TV general manager, now heads his own media consulting firm. He and John Curtin, WKPC-15 general manager, came up with the idea while discussing the recently passed (federal) children's TV act.

"It says stations will be judged by what they do for children in the community and mentions that they could earn extra credit for cooperating with local public stations," Curtin said. Curtin and Kuvin decided that news offered the most promising possibilities for a project. Channel 15 has production facilities but no news department, so Kuvin recruited WAVE, "We were happy to be part of such a positive idea involving young people," said Guy Hempel, WAVE general manager. Kuvin then approached the Jefferson County Public Schools to provide the student newscasters and persuaded Capital Holding Corp. to foot the bill for a six-week experiment.

The first mini-newscasts will be on WAVE'S "Sunrise" program between 6 and 7 a.m. today and again on the noon news. WKPC will air them at various times. "NewsWhys" segments will be aslo televised over the schools' closed-circuit system. WDJX-AM simulcasts Louisville's WDJX (AM-1080) returned to simulcasting its sister FM station's programming this morning after a six-month absence.

WDJX had leased its AM signal to WXU a Christian outlet, which apparently was unable to cope financially. "I guess they just didn't realize how much money it would take to operate the said Bill Wells, WDJX general manager. DJX has no plans to lease its AM signal again. "We heard from lots of people who only had AM radios in their cars and trucks who missed us," said Wells. "Those listeners will add to our overall ratings." King country "We had the best (ratings) book in the station's history," chortled a jubilant Coyote Calhoun, WAMZ program manager after he saw the just-released Arbitron fall ratings.

"Country is sure king in this area." WAMZ gained five points over its summer performance. It racked up almost 23 percent of the audience in the listeners-over-12 category, a blowout by any yardstick. The station appeared to sweep almost every age category in the preliminary statistics, including the 18-34 grouping, a classification usually dominated by WQMF. WHAS was the runner-up with 14.5. The rankings for the rest of the top dozen stations: WDJX (3), WQMF (4), WVEZ (5), WGZB (6), WRKA (7), WLRS (8), WZKS (KISS) (9), WAVG (10), WXVW WQMF registered the other big shift in ratings, falling from 10.4 to 7.1 from summer to fall.

WRKA dropped from 6.7 to 5. WAVG showed gains, and so did its new sister station, WXVW. The Fonda family Jane Fonda probably would have been asked to narrate the film tribute to her father, Henry, tonight on TNT cable even if she hadn't married network owner Ted Turner. "Fonda on Fonda," at 8 on Storer-28, is a love letter from a daughter to her dad. Don't look for insight into any family tragedy or controversy.

This is a film-clip celebration with only pleasant memories and glowing praise. It's his story, not the family's. The aloof, somewhat cold father Jane Fonda writes about in this week's TV Guide is nowhere to be seen in this program. The old clips are great. In one scene we see Henry Fonda as the stubborn juror in "12 Angry Men." He is wonderful as "Young Mr.

Lincoln" and very funny as "Mister Roberts." In almost every screen appearance, he played the quiet, sincere, dedicated, honest sort of fellow we would all like to be. Many critics think "The Grapes of Wrath" was his best and most memorable performance. Viewers can judge for themselves when TNT airs the 1940 classic based on John Steinbeck's novel at 9 tonight, following "Fonda on Fonda." Report card American schools are on trial, and you can be the jury tonight at 10 on PBS-15 when "Learning in America" argues whether the educational system is beyond repair. Channel 15 aired Part I last week, a program on the merits of a national testing system. It can be seen when KET (Storer-13) starts the series tonight at 9.

Part 2 employs courtroom procedures to argue whether public schools should get a passing or failing grade. A real judge presides as experts are cross-examined. The testimony is sometimes interesting but often frustratingly contradictory. And the discussion gets sidetracked. At times it's not clear what the experts are trying to say.

One side presents evidence that in the United States an average of $150,000 is spent per classroom each year. The nation's teachers get an average of $35,000 of that total in salaries. One witness says the rest vanishes down a vast bu reaucratic hole controlled by administrators mainly concerned with protecting their fiefdoms. The other side says that just isn't true; they offer statistics to show that great progress is being made. Just like in a real trial, it's hard to know what the truth is.

What hangs in the balance is the future of the nation, and any debate on this subject however flawed must be encouraged. Reds A son remembers his Communist Party parents in a curious but fascinating "American Experience" at 9 tonight on PBS-15 (tomorrow night at 9 on KET). Eugene Dennis recalls his mother and father, Eugene and Peggy Dennis, who met at a party meeting in the 1920s. His father went on to become the head of the party in the United States and later served five years in jail for subversive activities. The program is an interesting profile of why some Americans joined the party and what happened to their dream of radical global reform.

Eugene Jr. was raised in America, but his younger brother, Tim, was left in Russia in the 1930s for what was to be a short visit. He was separated from his family for 20 years. Tom Dorsey's column appears Monday through Thursday In the Features section..
