Miss Woodson's decomposed body was discovered April 8 in a shallow grave in Shepherd's mother's backyard. His mother, Mrs. Lewis Shepherd, had called authorities to her home when she noticed dogs pulling at a pair of hands protruding from the ground. The girl was reported missing Feb.

26. Miss Woodson, 16, was last seen on an outing with Shepherd and two juvenile boys in Cherokee National Forest near Tellico Plains. Following the girl's disappearance, Shepherdreportedly told authorities she nad become angry and had run off into the woods to escape from him and the two youths. ASSAULT CHARGES were filed against Shepherd when he allegedly Eulled a shotgun on deputies who ad tried to question him in the matter. He subsequently skipped bail and fled to Gastonia, N.C., where he was recaptured about three weeks ago on a fugitive warrant issued in Tennessee.

Shepherd was extradited to Tennessee April 10. He then underwent questioning in the case of Miss Clowers, who was 15 when reported missing two years ago. On April 13, Miss Clowers' remains were discovered beneath a dense laurel thicket in Cherokee National Forest in Polk County. Her body had been buried, also in a shallow grave. Monroe County Sheriff Max Beamer confirmed Wednesday that Shepherd led officials to Miss Clowers' gravesite.

THE OFFICIAL CAUSE of death for both girls has not been established, although unconfirmed reports indicate they were likely strangled. The search for the remains of other missing girls has continued. But Fisher said he does not think more bodies will be found. HASMILLE'SMID-JOWH MADISONVILLE, Tenn. (UPI) -A Tellico Plains man was indicted yesterday in the slayings of two teen-age girls whose bodies were uncovered recently.

One was recovered from a shallow grave in Tellico Plains and the other in the dense woods of East Tennessee. TWO CHARGES of first-degree murder were lodged against Joe Shepherd, 30, in a Monroe County Criminal Court session. Shepherd was also indicted on one count of attempted forcible rape and one count of aggravated assault on police officers. Shepherd is charged with killing and attempting to rape Roxanne Woodson of Tellico Plains and killing Kathy Clowers of the Liberty Hill community near Athens. Tenn.

Monroe County Sheriffs deputies escorted Shepherd to the county jail following the court action. Shepherd, described as an unemployed mechanic, remained in jail last night in lieu of $150,000 bond. Trial was set for July 10. IN AN EXPECTED development, Criminal Court Judge James C. Witt granted a change of venue for the trial in response to a motion entered by court-appointed defense attorneys Holt Smith and James Logan.

Smith and Logan requested the change of venue, also supported by District Attorney General Richard Fisher, because they said a fair trial in Monroe County would be impossible. They cited excessive pretrial publicity, including graphic photographs of one victim's body displayed in an area newspaper, as the basis for the motion. Witt ruled the trial will be held under his jurisdiction in Bradley County Criminal Court at Cleveland. From WIRE REPORTS WASHINGTON A Pan American World Airways jetliner will fly to Murmansk in the Soviet Union today to pick up passengers of a South Korean plane forced down Thursday. Two died and 13 were injured in the crash-landing. Spokesmen for Pan Am and Korean Air Lines said the passengers would be taken to Helsinki, where they would be transferred to a South Korean airliner for a flight to Tokyo and Seoul.

THERE WERE no Americans aboard, according to the Soviet foreign ministry. Arrangements for the Pan Am flight were approved by the United States and the Soviet Union, airline spokesmen said. Murmansk is about 300 miles north of the jetliner's landing sight. Charles K. Cho, vice president of Korean Air Lines, said in Seoul that release of the downed Boeing 707 would be negotiated after the crew and passengers were released.

(AP) A Cincinnati man was charged with murder yesterday after officials said he shot a teen-ager, then dragged him into a pigsty with the intent of letting hogs devour the body. Sheriff Floyd Long said Jeffrey R. Skyberg, 20, was being held under $15,000 bond in the Morgan County Jail in the shooting death Thursday of Jackie Compton, 15, who lived between Oakdale and Harriman. District Attorney General Arzo Carson said the youth had been shot three times in the leg, head and chest with a 22-caliber gun between noon and 3:30 p.m.

Thursday. Carson said children found the body among several animals in the pigsty near Compton's home. Skyberg was taken into custody Thursday night, the attorney general said. "Apparently, the body was dragged to the pigsty and put inside with the idea that the hogs would consume it," Carson said. Auto Built Under $250,000 U.S.

Grant Being Evaluated WASHINGTON (AP) A car built under a $250,000 federal research grant is being evaluated by the Transportation Department. The vehicle is a six-passenger automobile that has safety and antipollution features and an expected fuel usage of 27.5 miles per gallon in combined city and highway driving. The car, built by Minicars Goleta, with a grant from the National Highway Traffic Safety Administration, was presented Thursday to Transportation Secre-' tary Bjick Adams. and forced it to crash-land on a frozen Arctic lake, officials said. In Washington, Zbigniew Brze-zinski, President Carter's national security adviser, said the Soviet jets fired at the airliner to force it to land.

He said he did not know the cause of death of the victims. State Department spokesman Tom Reston said in addition to the two persons reported killed, another 13 were injured, two seriously. THE KAL jet carrying 110 persons from landed hard on a lake 220 miles south of Murmansk and 120 miles east of the Finnish border. One wing of the plane was reported damaged. Reston said Soviet officials informed the United States that the Korean plane took "evasive action" when signaled by Soviet planes to land.

"Therefore, its landing had been abnormal," Reston said the United States was told by Moscow. The official Soviet news agency Tass said, "The passengers and crew of the plane were taken to the nearest populated locality and arrangements are being made for their dispatch from the U.S.S.R.'s territory." SOUTH KOREA has no diplomatic ties with the Soviet Union and the United States was acting in Seoul's behalf. In Tokyo, Kyodo news agency reported the Japanese Embassy in Moscow identified one of the dead as' Japanese passenger, Y. Sugano, 45, a coffee shop owner from Yokohama. OFFICIAL SOVIETsources told Western correspondents "there is no provocation in the incident." Japanese diplomats said Soviet Premier Alexei Kosygin broke the news of the casualties to visiting Japanese Agriculture Minister Ichiro Nakagawa.

Tass, in a formal government announcement, charged that the Korean airliner "penetrated deep over Soviet territory. "Fighter planes of the Soviet antiaircraft defenses intercepted the violator. In nighttime conditions, using revolutions of the planes and onboard lights they repeatedly issued orders to the intruder to follow them in order to land at some nearby airfield. "THE PLANE, however, did not respond to these orders and landed on a lake in the vicinity of the town of Kern in the Karelian Autonomous Soviet Socialist Republic only two hours after entering the U.S.S.R.'s airspace. "Competent Soviet authorities are investigating the causes of this violation of the Soviet Union's airspace," the agency said.

The Soviet sources suggested the airliner had strayed into particularly sensitive air space near the Soviet border with Norway, a NATO nation. "The response in that area is very quick perhaps local authorities went ahead without checking," the sources said.
