"I hope that, given more time, there's a possibility of finding a better way to manage the budget than making these deep cuts." To balance next year's budget, TARC must cut at least $6 million.

"I think realistically we've got to own up to the fact that TARC can't continue to provide service that is substantially higher than the revenues it is bringing in." He said, however, that if the aldermen can find a better way, he would welcome it. "Considering the rapidity with which we've had to move and the information we've been able to get, I think we're doing a darn good job." Does anyone really know whether TARC can balance its budget without reducing service? That's the $6 million question. Bather, who has a master's degree in business administration, said he is certain TARC could save substantially by retiring older bus drivers early, replacing bus drivers with $18,000 drivers. But city budget official Mac Unger, who has been working with TARC's finance committee, said TARC will have to make some service cuts. "I don't see any way around it." And he said it's imperative for TARC to act quickly to avoid depleting the reserve fund.

Doolittle, the consultant, said he believes the routes and hours of service TARC is proposing to cut are inefficient and he would recommend making most of them even if TARC weren't losing money. "The staff has done it in a way that is very reasonable, very systematic and very correct." He said just over $3 million of $9 million in cuts ($3 million in cuts were made this year) will affect service. He said TARC's challenge is not to find other places to trim the budget, but to find more efficient ways to transport the relatively few people affected by the service cuts. "They should look at how many of those folks are there, where are they going and what can you do for them," Doolittle said. Magre said he doesn't know whether cuts can be avoided, but he wants to give new management a try.

"The answers must be formulated by people who know," he said. "Let's go get the person or persons who have the knowledge, the expertise and the commitment.
