Louis and Charlotte are the favorites among five cities to be awarded expansion franchises by the National Football League today. Baltimore, Jacksonville and Memphis also are in contention. The new clubs will begin play in 1995. The league's last expansion was in 1976, when Seattle and Tampa Bay were added. The meeting begins this morning when the league's combined expansion and finance committees meet and then vote on a two-team package to present to league owners.

The owners then will meet to hear 15-minute presentations from the prospective ownership groups and another from the two committees before voting. For approval, 21 of 28 votes are necessary. Few involved in the process expect a quick resolution, which means there are likely to be a number of amendments and all manner of maneuvering. In the end, owners may have to vote on each individual into his team's fan base. Jacksonville: Wayne Weaver, the Connecticut shoe mogul worth an estimated $270 million, is well liked by a number of owners.

The problem: The proposed stadium is the 45-year-old Gator Bowl. Memphis: The Memphis group is headed by William Dunavant, the world's leading cotton merchant. Also part of the ownership is the estate of the late Elvis the new team would be called the "Hound Dogs." The latest line is that Charlotte and its untapped market has vaulted ahead of the field, and St. Louis has an edge over Baltimore for the other franchise because it's started building a stadium. Also, NFL commissioner Paul Tagliabue is said to favor Charlotte and St.

Louis. NFL owners are expected to terminate the dormant World League at this week's meeting vor of an all-European league to 'begin play in the spring of 1995. Information for this story also was gathered by Gannett News Service. Charlotte: Nearly 10 million people live within a 150-mile radius of the city and, unlike Baltimore, no other franchise is close. However, there have been problems with the private financing of a stadium.

St. Louis: Plagued by ownership problems, the city's chances received a boost yesterday when shopping mall developer Stan Kroenke, said to have a net worth of $500 million, agreed to be lead investor of a new group. The former one, led by beer distributor Jerry Clinton, had been searching unsuccessfully for a big-money backer. Despite the difficulties, there are two things in St. Louis' favor: It's the largest U.S.

city without an NFL team and already has begun construction of a $258 million, domed stadium. Baltimore: Both ownership groups are solid and plans are in place for a state-funded football stadium next to Oriole Park at Camden Yards. The city is the 17th largest in the nation. Some owners agree with Washington Redskins owner Jack Kent Cooke that a team might cut city and that could require any number of ballots. Ernie Accorsi, who has served in a variety of management positions for NFL teams, is now a special adviser to the effort in Baltimore.

He said he doesn't have a clue how it will turn out. "No one knows because the owners themselves don't know," Accorsi said. "It's unfair to think they're robotized to the (bottom-line) numbers. These guys really love the game. There will be some passion in this thing." Said Buffalo Bills owner Ralph Wilson: "I haven't talked to any owners about who they like.

I'm in the dark. I guess you could give a lot of weight to what the committee recommends. But, hey, in the NFL, nothing is a sure thing. You can go in a three-touchdown favorite and they'll beat the hell out of you." Coach Bill Belichick doubts it. "It looks like he's going to be out in the six-, eight-, 10-week range," he said. "He'll probably go on 1R (injured reserve). It's not definite, but that's the way it looks." Under National Football League rules, once a player is placed on injured reserve, he's out for the season, including playoffs. Bernie Kosar will return as the starter, backed up by Todd Philcox.

The Browns (5-2) also intend to re-sign Brad Goebel. The San Diego Chargers signed linebacker Jeff Brady, a third-year pro from Kentucky. Brady was a 12th-round draft pick of the Pittsburgh Steelers in 1991 and played in all 16 games that season. He signed with Green Bay as a Plan free agent and played in eight games last year. Washington Redskins backup quarterback Rich Gannon was diagnosed as having a broken metatarsal bone in his right foot and could miss Monday night's game against the Buffalo Bills.

COLLEGE FOOTBALL Alabama quarterback Jay Barker, who suffered a badly sprained shoulder in last week's game, is not expected to play against Southern Mississippi, coach Gene Stallings said. In fact, Stallings said, Barker could miss the next two or three games. Barker, 23-0-1 as the Tide's starter, was injured in the second quarter of a 19-14 victory over Mississippi on Saturday. Already hurting in his back and abdomen, the junior went out for good when he was sacked by two Ole Miss defenders and landed hard on his left shoulder. Sophomore Brian Burgdorf, who has backed up Barker the last two seasons, is expected to get his first college start Saturday.

BASEBALL In a key step toward bringing minor-league baseball to Lexington, a group of Charleston-area investors has purchased the West Virginia Wheelers. Under the agreement, Wheelers owner Dennis Bastien will obtain the Class AA Nashville Xpress of the Southern League from Charlotte Baseball Inc. of Charlotte, N.C., in exchange for the Wheelers and an undisclosed amount of cash. Bastien wants to move the Xpress from Tennessee to Lexington. In turn, the city group of up to 20 investors, led by Wheelers accountant Mike Paterno, will purchase the Wheelers from Charlotte Baseball for an undisclosed amount.

Paterno said the Wheelers will remain a Cincinnati Reds' affiliate through 1994. The deal must be approved by the South Atlantic League, the National Association of Professional Baseball and Major League Baseball. Former Philadelphia Phillies first baseman Marv Blaylock died Saturday in Conway, of respiratory complications from bypass heart surgery. He was 64. PRO BASKETBALL The Portland Trail Blazers said they have no intention of offering All-Star guard Clyde Drexler a contract extension.

Instead, they intend to fine him for skipping practice on Friday. Drexler has three years left on a contract that will pay him about $12 million. He will receive about $1.4 million in each of the next two years and a balloon payment of more than $8 million in the third. The Golden State Warriors, looking to shore up their injury-depleted backcourt, signed 5-foot-ll free agent Avery Johnson to a two-year contract. Free-agent forward Mark Aguirre, a 12-year veteran of the National Basketball Association, reached agreement with the Los Angeles Clippers on a one-year contract.

Phoenix Suns forward Cedrlc Ceballos will be sidelined a minimum of four weeks after tests showed he has another fracture in his left foot. Ceballos, who led the NBA in field-goal percentage last season and recently signed a new five-year contract with the Suns, underwent surgery on the foot in June. SOCCER North Korea bowed out of the six-nation World Cup Asian qualification at Doha, Qatar, leaving Iran and Iraq in the running for a spot in the finals next year in the United States. Yesterday, Iran beat North Korea 2-1 and Japan defeated South Korea 1-0. The Japanese victory gave the Iraqis a chance to qualify when they meet Japan on Thursday.

The loss placed South Korea in the same bracket with Iraq. Both have four points from four matches. Only two teams from the Asian zone will qualify for the 24-nation World Cup finals. Coach Jose Candido and five assistants were fired by the Saudi Arabian Football Federation after they apparently disobeyed an order from Sultan Bin Abdul Aziz, a son of the Saudi ruler, to replace goalkeeper Mohammad al-Deayea after he allowed a goal in the first minute of Sunday's 1-1 tie with Iraq. MARATHONS Dominique Bariod of France, the first-place finisher in Sunday's Marine Corps Marathon in Washington, was declared the official winner despite "uncontested evidence" he veered off course.

Race officials said he did not gain unfairly. Bariod admitted cutting corners in at least three parts of the 26.2-mile course. He finished in 2 hours, 23 minutes and 56 seconds. Los Angeles Times ARCADIA, Calif. The owners of three leading contenders for Breeders' Cup races at Santa Anita on Nov.

6 made the first supplemental payments yesterday that will make their horses eligible. Bertrando and Best Pal were kept eligible for the $3 million Classic with payments of $120,000 apiece. The balance on their $360,000 supplemental fee is due Nov. 3, when entries will be drawn for the seven Breeders' Cup races. Paseana was kept eligible for the $1 million Distaff with a payment of $67,000 toward a total of $200,000.

None of the three were eligible for the Breeders' Cup because they were not nominated as foals. The supplemental fee is usually 12 percent of the race purse, but in the case of the Argentine-bred Paseana it was 20 percent because her sire also was not nominated. The winners will receive $1.56 million in the Classic and $520,000 in the Distaff. All three horses had been made eligible for previous Breeders' Cup races, with mixed results. Best Pal was supplemented to the 1990 Juvenile for $120,000 and earned $10,000 for finishing sixth; Bertrando, a $120,000 supplement to the '91 Ju good." He even shrugs off biting criticisms like the one Campo rendered.

"We're buddy-buddy now," Cruguet said. "I still ride for him. John Campo is like me. He's an underdog." Cruguet's reputation in New York has had at least one saving grace one that has probably extended his career. Partly because of his European background he was a leading rider in France in the early 1970s he has acquired a reputation as a specialist in riding on the turf.

It's a reputation that has been self-reinforcing. "Everybody says you're a grass rider, and they put you on grass horses, and it snowballs," Cruguet said. Freeman, for one, believes it. "It may be just a myth," the veteran horseman said, "but I think some riders have got a better feel for the turf." That's why he has used Cruguet on Buckhar for most of his career. Freeman was rewarded for his judgment Saturday.

When the gate opened for the International, Buckhar was eager to run. But Cruguet knew there was an abundance of speed in the field, and he said, "I didn't want to go to the lead." He got the 5-year-old to relax and sat on the rail behind two well-regarded pacesetters, The Wicked North and Cleone. To veteran Cruguet watchers, this looked like a disaster waiting to happen: The Frenchman gets blocked on the rail again. I By ANDREW BEYER The Washington Post WASHINGTON It was trainer Johnny Campo who made the assessment of Jean Cruguet that will stick with the jockey for a lifetime. Campo had brought the colt Media to the 1975 Kentucky Derby and, when asked what he thought of his THOROUGHBRED RACING chances, he said candidly: "A mile and a quarter is a long way for the Frenchman to go without screwing up." This was hardly a unique opinion. Ask any hard-core New York horse-player to name the jockey he despises most, and he is apt to answer "the Frenchman" without hesitation. In the view of his critics, Cruguet is chronically trouble-prone getting blocked on the rail is his signature move but even when he rides without incident he looks ungainly on a horse. These criticisms were made of Cruguet when he was in his prime, even when he was piloting Seattle Slew to a sweep of the 1977 Triple Crown.

So what could anybody expect of the jockey when he is long past his prime at the age of 54? Certainly, the legion of Cruguet-bashers in New York wouldn't have expected what happened at Laurel Race Course in Maryland this weekend. Riding a perfect tactical race, saving ground and making his move just when he had to, Cruguet guided Buckhar to victory in the $600,000, Grade I Washington, D.C. International on Saturday. He came back Sunday with another flawless ride on Home Of The Free to win the $200,000, Grade III Laurel Dash. Trainer Mike Freeman hailed his performance on Buckhan "I really have to thank Jean for putting him through such a tremendous race." Cruguet is a resilient man, one seemingly impervious to the slings and arrows that have been hurled at him throughout his career.

Buckhar was penned in. But Inchinor "died early," Cruguet said, "and I just went right on." Without further impediment, the jockey was able to ease Buckhar outside the two leaders to a 1 -length victory.

Buckhar surely has a productive future ahead of him, and he'll be a meal ticket for Cruguet. This may torment the Cruguet-haters, who may be wondering when the Frenchman will ever retire, but Freeman is delighted to have his services. The trainer not only respects his turf-riding ability, but also admires his attitude. "He's a positive young fellow," Freeman said.
