Herbert H. Schweikhart, 87, died Thursday at Clark Memorial By GIL LAWSON Staff Writer FRANKFORT, Ky. During a question-and-answer session yesterday in Frankfort, several state employees loudly protested the changes proposed for their medical insurance and argued that Gov. Brereton Jones' plan would reduce their benefits. Several corrections employees who gathered near the Capitol also complained they would be forced to pay more under Jones' health-care reform plan.

The state currently offers 13 different health plans to 122,000 state employees and to school-system employees. However, in some parts of the state, only one plan is available: Under Jones' proposal, state employees would be offered a single plan.) Some employees would no longer have to pay a deductible, but those who are currently enrolled in health maintenance organizations about half of the state employees could pay more than they do now through required co-payments. State employees would have to pay 20 percent of most medical bills under the Jones plan. They have also complained that the maximum annual out-of-pocket expenses are too high. Without the reform, state employees would see fewer benefits and higher costs, said Diane Hancock, a representative of the governor's office who is working on the healthcare plan.

She also said that if the state can save money on health care, there will be a better chance of seeing the traditional 5 percent pay raises. Robert Slaton, an adviser on the health plan, and Hancock said officials are considering changes in the plan for state employees, including spreading the cost of required co-payments over a year, Slaton said. Jones, speaking yesterday to an AFL-CIO group, said state employees' benefits will not be diminished. He said most would have "as good or better coverage as they do now" under his plan. Jones wants to call a special legislative session for health care.
