Middle-echelon officials were embarrassed a number of times last week when they had to deny factual reports of impending moves and transfers until given clearance from the secretary's office. Most news leaks came from congressmen, who were tipped off early by defense so they could study the closures and take credit (or make alibis) for the changes. April Draft Quota All to Be Army Bound WASHINGTON (AP) The Pentagon called yesterday for drafting 19,000 men in April. All will go to the Army. The April quota is the same as draft calls already announced for February and March.

The January manpower request was lower, at 12,500. The Nixon administration is expecting draft calls to average from 16,600 to about 18,700 per month the rest of the year. Maid of Cotton Meets Nixon WASHINGTON (AP) President Nixon met the 1970 national Maid of Cotton, yesterday 20-year-old Gayle Thornton of Meridian, Miss. and said, "I think these girls get prettier every year." Miss Thornton, chosen in a contest among entrants from 18 cotton-producing states, is on a six-month international tout. DOW! SAVE OEl FRANKLIN Mrs.

(AP) The former head of the Republican Party in Georgia says he never was offered contributions to the party in exchange for help against federal school integration action in Washington County. "I have never approached anyone in Washington County, nor have been approached by anyone, for any funds for the Republican Party," said G. Paul Jones state GOP chairman until last June. The Washington Post Sunday published a memo it said was written by Jones last year and relayed to Secretary Robert H. Finch of Health, Education and Welfare (HEW) by White House aide Harry S.

Dent, deputy counsel to President Nixon. The Post said the memo, dated May 19, asked for help in reversing a cutoff of HEW funds to the school district for alleged pupil segregation. The Post quoted the memo as saying: "It is quite important that this thing be reversed. We have been given assurance by some wealthy individuals who are in a position to contribute substantially to the Republican Party that they will make substantial contributions and that there will be little financial worry for the Republican Party in Georgia if the school situation in Washington County is worked out." Jones, who said he knows Dent well and has often communicated with him, said, "As far as I know I've never sent a memo to Finch." He said in a telephone interview yesterday he did not remember writing the memo published by the Post but would check his files.
