The purpose of the review would be to relate such planning to national and regional considerations, and to assure conformity of programs and projects to a comprehensive statewide urbanization plan.

Multi-County Planning The report continues: "The Commission further recommends that multi-county planning agencies be assigned responsibility to review applications for federal or state physical-development-project grants in non-metropolitan as well as metropolitan areas. "The Commission also recommends that the state legislatures provide within growth through the establishment of state and state-chartered local land-development agencies and state property-tax deferral for new community development. Airports WASHINGTON (AP) The Federal Aviation Administration (FAA) has ordered a study of how to reduce the noise nuisance at 29 representative U.S. airports, including one at Nashville. A $164,750 contract to Bolt, Beranek Newman, Cambridge, calls for analysis of such steps as noise-abatement takeoff and approach patterns, and changes in engine frequency. The idea is to provide guidelines for federal, state and local officials. The study is also to provide data for preparing noise forecasts for all other U.S.

airports. The FAA said the survey was ordered on the recommendation of the president's jet-aircraft-noise panel. The airports named in the study are those where remedial action, preventive action, or a combination of the two can be taken to alleviate noise, the FAA said. In addition to the one at Nashville, airports in the study are located at Hunts-ville, Little Rock, Melbourne, Tampa, Atlanta-Fulton County, Raleigh-Durham, N.C.; Concord, San Diego, Van Nuys, Portland, Seattle-Tacoma, Colorado Springs, Hartford, Washington, D.C.; Leesburg, Chan-tilly, Va. (Dulles); Erie, Ithaca, N.Y.; Boston, Tulsa, Dallas-Fort Worth, El Paso.
