The mother contacted Detective Robert Knoop of the Louisville and Jefferson County Crimes Against Children Unit. She reminded Knoop that her daughter's assailant also had an unusual stomach scar. Police put together a packet of sue photographs, including Frye's. The daughter who had not seen the newscast about Frye's sentencing identified him as the man who had raped her.

Yesterday, Jefferson Circuit Judge Daniel Schneider sentenced Frye, a 38-year-old drifter, to an additional 50 years in prison. Frye was convicted March 16 of rape, sodomy and robbery; then, under a plea bargain, he pleaded guilty to being a persistent felon. Prosecutor Carol Cobb said Frye was required to display his scar to his accuser and the jury during his trial. In an interview, the victim's mother said she was glad to hear that Schneider had added Frye's new sentence to his previous one, rather than allowing them to run concurrently. Prison, she said, is where Frye "needs to be." By MICHAEL JENNINGS Staff Writer After her daughter was raped in November 1989, a Louisville woman kept tabs on other rapes reported in the same part of town, searching for the clue that would bring her daughter's assailant to justice.

The daughter, who was then a 17-year-old high school student, was walking to her boyfriend's house from a part-time job when a knife-wielding man robbed, raped and sodomized her near railroad tracks in the 700 block of South 13th Street. She was six months pregnant The man threatened to kill her baby if she screamed or tried to run. When a train passed, he pulled his shirt over his head. Afterward, his victim remembered the big, ugly scar on his abdomen. Four years passed, and the crime remained unsolved.

Then, in December 1993, the mother happened to watch a televised report of the 45-year prison sentence given a man who sexually assaulted a 10-year-old girl on the grounds of Central High School. Her attacker, Gregory A. Frances Louise Ballard, 80, died Monday at her home. She was a native of St. Francis, and a retired employee of General Electric Appliance Park. Jessie L. "Shu" Brown, 78, of 2334 W. Burnett died Sunday at University of Louisville Hospital. By MICHAEL JENNINGS Staff Writer A Jefferson County man accused of raping his estranged wife in September 1991 and again in February 1992 pleaded guilty yesterday to rape and related charges and agreed to a 20-year prison sentence. David Wayne Linehan, 26, of the 6600 block of Outer Loop, was accused of raping the victim at knifepoint at her father's home, where she was living, in September 1991.

Five months later, when Linehan was free on bond after being charged with that assault, he allegedly accosted his wife, then 20, outside her home, beat and choked her, forced her into a car and drove her to McNeely Lake, where he raped and sexually abused her. According to court documents, he told her during that episode that he had come to her home to kill her. Linehan pleaded guilty to rape, burglary, kidnapping, assault, sexual abuse and intimidating a wit Jeers greet airport's plan to buy 1,064 homes About 1,000 people many of them angry and vocal packed a meeting last night at Minors Lane Elementary School to discuss the Regional Airport Authority's proposal to buy 1,064 homes in the Minor Lane Heights and South Park View area. Airport officials announced the voluntary buyout last week after studies indicated that soundproofing measures won't be sufficient after a new runway at Louisville International Airport starts funneling aircraft over the area in October. In answer to residents' questions, airport-project spokesman Tim Barry said the acquisitions will begin next year and continue through 2005.

He said appraisers under contract with the airport authority will determine the price of houses. Some people reacted to Barry and other officials with resentment, shouts and skepticism. Several said they didn't believe what the officials were saying, citing changes over the years in the airport project. Carole Cantrell, a Minor Lane Heights City Council member, read a statement from the council that accused airport officials of "economic terrorism" by forcing residents out of their homes. Cantrell also said the buyout proposal has left residents angry, frustrated and bewildered.

"They should move the whole city so we can stay together," she said. Another meeting to discuss the buyout is scheduled for 7 p.m. today at the school, 8510 Minors Lane. Hiding toddler dies in fire after playing with lighter A 2-year-old boy died yesterday after he accidentally set fire to his family's home and then hid in an adjoining bedroom, firefighters said. His parents couldn't find him when they discovered the Munniun Latifal was taken to Audubon Regional Medical Center, where he died at 9:56 a.m., Deputy Coroner Linda Knopf said.

Firefighters were called to the house at 7401 Spring House Lane Tat 8:39 a.m., Highview Fire District Chief Rick Larkins said. They arrived three minutes later to find flames coming out of two upstairs windows. Family members told firefighters that Munniun was still in the burning bedroom, but firefighters couldn't find him there. Munniun was eventually found hiding under some bed covers in an adjoining bedroom that hadn't been touched by the fire but was choked with smoke, Larkins said. Munniun had been playing with a cigarette lighter, Larkins said.

"It's not unusual for (children) to start a fire, and they know they're in trouble so they go run and hide," Larkins said. Fifteen firefighters needed five minutes to get the fire under control, Larkins said. Firefighters discovered a smoke detector in the house with a dead battery. Munniun's father, mother, brother and sister all got out of the house unharmed, Larkins said. The home was seriously damaged.

The boy's mother and another family member also were taken to Audubon Regional Medical Center and treated for smoke inhalation. A member of a militia group in Northern Kentucky says he is convinced federal agencies were responsible for the death and destruction at the bombed federal building in Oklahoma City. "I think there was a second bomb, and I think that second bomb was inside the building," said Michael Stracner, a member of the Defenders of Liberty, based in Boone County. "They're not beyond doing it," Stracner said. "They murdered men, women and children in Waco. This would really benefit the ATF (Bureau of Alcohol, Tobacco and Firearms) and some of those federal agencies for this to have occurred." Stracner's comments drew strong and swift condemnation from U.S.

Rep. Scotty Baesler. "I think it's irresponsible," Baesler said. "I think people like him that try to shift responsibility to the government are trying to shift ness. Jefferson Circuit Judge Ken Corey set sentencing for June 12.

Another Jefferson County man accused of raping his estranged wife is scheduled to go to trial today before Circuit Judge Edwin Schroering. In that case, Jeffrey W. Long, 31, of the 300 block of Caple Avenue, allegedly entered the house where his wife was living on Dec. 15, 1993, and repeatedly raped her while holding a pillow over her face. His wife, then 24, had filed for divorce, and Long was under a court order to stay away from her.

Long is charged with rape, burglary and assault. Kentucky's rape law exempted husbands until 1990. Long's lawyer, Marc Murphy, has argued that the law places an unconstitutional burden on husbands accused of rape. At a court hearing in November, Schroering said that the law appeared constitutional but that he would consider whether Long was unconstitutionally affected by it. responsibility from people like themselves who breed hate against government." Baesler, a Democrat whose district includes Nicholas County, said he knows Stracner. "I know him well. He's always advocating that the government is the problem," Baesler said.
