THE COIRIERJOIRNAL, WEDNESDAY, FEBRUARY 19, 1975 11 Controversial leader apparently suffered heart attack Carl Braden, Louisville civil rights activist, is dead at 60 wife, are a son, James Braden, of St. Paul, a daughter, Miss Elizabeth Braden; a stepdaughter, Mrs. Sonia Finley, of Owl's Head, Maine; his mother, Mrs. Elizabeth Braden; a sister, Mrs. Ruth Aschbacher, of Yellow Springs, Ohio; two brothers, Paul and Clyde Braden, and three grandchildren.

Funeral arrangements are incomplete. sequent trial and sentenced to 15 years in prison. During the trial an FBI informant testified I'hat she was a member of a "Communist cell" with the Bradens. Braden denied the charges on the witness stand and was released a few months later, after the charges were dismissed. The U.S.

Supreme Court had ruled that the state didn't have the right to prosecute the case. Later, the state law under which Braden was charged was declared unconstitutional. In 1958, Braden was less successful in battling a contempt citation by a subcommittee of the U.S. House Committee on Un-American Activities. He served nine Carl Braden, of Louisville, active for many years in social and political causes, died yesterday at his home, apparently of a heart attack.

Braden, 60, of 4403 Virginia was found dead about 5 p.m. when his daughter attempted to wake him for a telephone call. Braden, whose name evoked devotion in some and repugnance in others, was considered by most as one of Louisville's most controversial civil-rights activists. Most recently he worked for the Southern Institute for Propaganda and Organizing, having resigned in 1973 from the Louisville-based Southern Conference Educational Fund (SCEFJ, an organiza tion he and his wife Ann headed for a number of years. Braden's Louisville career in civil rights began in 1954 when he and his wife acted as agents in purchasing a home for a black contractor in an all-white area of Shively.

Shortly after the black family moved into the home it was dynamited and the Bradens were arrested on charges of sedition. Some Louisville authorities claimed that the Bradens themselves had bombed the home to stir up racial strife and bring about a political revolution that would overthrow the governments of Kentucky and the United States. Braden was convicted during a sub months of a one-year sentence for refusing to answer questions put to him by the committee. Braden, a native of New Albany, was a journalist by background, having worked in the 1930s for the now-defunct Louisville Herald Post, the Harlan Enterprise and the Cincinnati Enquirer. In 1945 he joined the Louisville Times as a labor reporter, leaving a few years later to do public-relations work for Louisville-area CIO locals.

He returned to newspaper work in 1950, working as a Courier-Journal copy-editor until his conviction in the 1954 sedition case. Braden was a political storm center. Local and state politicians frequently charged him with "Communist" leanings and pledged to drive him from Kentucky. But Braden was not intimidated, and he refused to put a label on his political philosophy. "We learned long ago that Red-baiting and anti-Communist witchhunts were nothing but smokescreens thrown up by people who control things to cloud the real issues of racial equality, higher wages and other desirable but unprofitable things we've worked for," he said in one interview.

As the civil-rights movement lost some of its urgency across the nation in the late 1960's, Braden and SCEF no longer were the subjects of frequent reports in the news media. However, Braden continued to be active in a variety of causes, ranging from the plight of the unemployed to opposition to the Vietnam War to the push for greater school desegregation. Braden was most recently in the news Monday when he commented on a former Louisvillian who claimed to have worked for the Federal Bureau of Investigation as an undercover agent gathering information on "revolutionary" organizations. Joseph A. Burton, who now lives in Tampa, told The Courier-Journal that he attempted to infiltrate several organizations, including SCEF.

However, Braden said Burton and a woman FBI informant were unsuccessful. "We were warned about them a year and a half ago," Braden said. "They weren't very much under cover." Braden's survivors, in addition to his Wagoner appointed lahor commissioner FRANKFORT, Ky. (AP) Gov. Julian Carroll has appointed George R.

Wagoner as acting state labor commissioner, replacing James R. Yocom, who has been granted a leave of absence. Wagoner, 55, of Jeffersontown, has been deputy commissioner under Yocom for the last 3 12 years. Before entering state government, he was president of United Auto Workers Local 862 in Louis-' ville and was a member of the union's national negotiating team. Wagoner was sworn In Monday.
