State officials said a small contingent of Kentucky National Guardsmen will assist in cleaning up hundreds of trees felled by winds of more than 70 mph. The storm crossed the Ohio River from Indiana just after noon Tuesday, packing high winds, driving rain and some hail. There were numerous, though unconfirmed, reports of funnel-cloud sightings. Tornadoes were also reported near Hardlnsburg in Breckinridge County and in central Meade County, but the National Weather Service said it could not confirm any touchdowns. The storm knocked out power to 50 percent of the customers of the Henderson Municipal Power Light Co.

and disrupted telephone service. Fallen trees made traffic movement nearly Impossible for a time. By yesterday morning, when Major Gen. Billy Wellman, head of the state Division of Disaster and Emergency Services, arrived in Henderson, the cleanup was already well under way, and power had been restored to almost all areas. Wellman, after conferring with Mayor William Newman and County Judge-Executive A.G.

Pritchett, announced that nine guardsmen would assist local governments in hauling away debris. Wellman said the disaster declaration would not necessarily mean government assistance for individual homeowners who had their property damaged. Most of the homeowners who did have property damage were insured, Wellman said. Small Business Administration loans might become available to homeowners and small businessmen who were not, Well-man said. Newman said that no formal damage estimates have been made, but 1.

The Tennessee Valley Authority is taking two $1,500 otters out of its World's Fair exhibit because the crowds and fireworks make them nervous. "We hate to take them out," exhibit coordinator Brown Wright said, "but it's in the best interest of the animals." TVA, a seven-state federal utility, paid $1,500 each for the animals, which were housed in a glass -enclosed ac-quarium-terrarium in the exhibit.

The exhibit, built on two river barges, is anchored on the Tennessee River beside the 72-acre downtown World's Fair site. Brown said the otters were part of a display showing TVA's involvement in wildlife management. "We're looking at other alternatives for that space," he said. "It will possibly be another animal, but I don't know what." The Knoxville Zoo has cared for the otters since the fair, a 22-nation exhibition, opened May 1. And zoo director Guy Smith recommended removing them.

"People weren't teasing them or anything like that," Smith said. "But when in a glass enclosure surrounded by people, it made the otters feel like they had no place to go." The nightly fireworks over the river "probably have contributed to the problems with the show's tremendous amount of noise, as well as lights and flares," he said. June 8, 1982. (AP) Winchester Road has been chosen as the proposed site of a $115 million office and commercial complex. The development, to be located near Interstates 64 and 75, will cover 47 acres, with an additional 14 acres set aside for motels and restaurants. It is expected to be completed in 1988. It will be built by WHW Venture," a partnership formed by Lexington developer Wallace Wilkinson and CHW Construction Co. executives Harold C.

Watts and Curtis W. Hart. Construction on a nine-story office building is expected to start in midsummer. The remainder of the complex will be built by other investing companies. Project director Frank Mattone said most of the companies involved are from out of town.
