State police in Indiana vote to delay action for higher pay Associated Press INDIANAPOLIS Members of the Indiana State Police Alliance are delaying a possible strike to protest their salaries and rising health-insurance costs, but some troopers may seek employment with other police agencies. The alliance says about a dozen troopers have applied with the Marlon County sheriff's department this month, but State Police Superintendent Lloyd Jennings doesn't expect a mass departure. "Every year, our people get applications from Marion County and Indianapolis police and (they) never follow through," he said.

Members of the alliance voted Tuesday night not to take any job action, according to Lt. Charles P. Williams, president of the fraternal organization. The vote among 300 troopers came during a six-hour Informational meeting. Williams said troopers are seeking increased salaries and are concerned about rising health-insurance costs and reduced overtime pay.

A majority of troopers Tuesday approved a plan to address their grievances through a legislative study committee. They also voted to continue negotiations with state police officials and Gov. Evan Bayh's office to develop a legislative package to resolve their demands. The vote avoided several possible job actions that troopers had considered, such as striking, calling in sick, writing more or fewer tickets or picketing the Statehouse and the governor's residence. "If at the end of the (1990) legislative session we're not successful we might be seeing a job action," Williams said.

"But we're willing to let the legislative process work." State Rep. Kentucky native one of three soldiers killed at Fort Bragg Associated Press FORT BRAGG, N.C. A Kentucky native was identified yesterday as one of the three soldiers killed Tuesday in the crash of an Army OH-58A helicopter at Fort Bragg. Authorities identified the victims as Capt. John A. Perkins, 29, a native of Harrodsburg and an aviation company commander; Chief Warrant Officer Craig S.

Dennis, 31, a pilot and native of Shelby, Ohio; and Sgt. Lyle V. Stepleton 34, of Fay-etteville, N.C, a helicopter repairman. The helicopter was on a training flight when it crashed early Tuesday in thick woods on the northeast side of Coolyconch Mountain. Wreckage was scattered through the woods and across a tank trail.

Military authorities sealed off the area as an investigation board, headed by a four-man team from the Army Safety Center at Fort Rucker, searched for clues as to what caused the accident. Fort Bragg officials said they have not been able to determine if the crew members were wearing night-vision goggles. The goggles have been cited since 1978 in more than 60 military helicopter crashes that have claimed more than 134 lives. Perkins is survived by his wife, Charissa L. Perkins, and his son, Jonathan, 6, of Fayetteville; and his parents, Joe and Shirley Perkins of Harrodsburg.

SSI program revises mental-impairment rules WASHINGTON (AP) The government Monday proposed revised rules for determining which children have mental impairments that make them eligible for disability payments under the Supplemental Security Income program. The Department of Health and Human Services said the changes would provide more explicit methods for evaluating childhood impairments such as chronic brain syndrome, psychotic disorders ahd mental retardation. Secretary Louis Sullivan said the changes "will assure that our decision-making process keeps pace with the advances in medical knowledge." Social Security spokesman Phil Gambino said the changes could result in a slight increase in the number of children who qualify for disability payments. SSI provides a minimal income floor for aged, disabled and blind people.

More than 250,000 children, almost half of whom are mentally impaired, receive SSI benefits. 1 Worker killed in machine accident at Black Oak mine near Hindman LOUISVILLE AREA FUNERALS From AP and'Special Dispatches HINDMAN, Ky. A miner died after being injured by a roof-bolting machine at the Black Oak No. 7 mine near Hindman, authorities said. Charles Edward "Big Eddie" Cor-nett, 34, of Dice, died in the accident about 1 p.m.

EDT Tuesday, Knott County Coroner Danny Terry said. No one else was injured. Terry said the case is under investigation by the state Department of Mines and Minerals. He said he did not know how the accident occurred. The mine is owned by Golden Oak Mining Corp.

A receptionist said yes meeting. The alliance, which represents 846 of the 1,146 state police officers, said increased insurance costs have eaten up a July 1 raise. The new pay scale raised trooper salaries between $1,300 and $1,800 per year and gave bigger increases to higher-ranking officers. Troopers also are upset about a new overtime-pay policy that resulted in a cutback in many troopers' pay, Williams said. The new policy calls for troopers to be given time off instead of extra pay.

James Canady, choreographer for celebrities, dies in Indiana Associated Press INDIANAPOLIS Funeral services for James L. Canady III, a dancer and choreographer who had worked with such stars as Stevie Wonder, John Mellencamp and the Osmonds, will be held today. Canady, 44, who had recently returned to Indianapolis from Los Angeles, where he was a professional dancer and singer, died Saturday in Methodist Hospital. He. had taught at the Jordan School of Dance at Butler University and at Indiana University.

He was formerly director of music at Bre-beuf Preparatory School in Indianapolis. A graduate of Butler, Canady received a master's degree from IU. He left Indianapolis in 1973 as a dancer with "Disney on Parade." In Los Angeles he had served as vocal coach for the Ann-Margaret Dancers and as director of performing arts for the Los Angeles Street Scene Festival, one of the largest city-sponsored festivals in the country. Canady had worked with actress and choreographer Debbie Allen on the television program "Fame" and with Earth, Wind and Fire, the Los Angeles Philharmonic and the Los Angeles Ballet. Vermont court recognizes tribe's fishing rights New York Times News Service MONTPELIER, Vt.

A Vermont state judge has ruled that members of a small Indian tribe may fish without licenses because they were there before the state existed and never gave up their fishing rights. The tribe's lawyer, Gabor Rona, said Monday's ruling is the first time a court has recognized the Abenaki Indians as a tribe. He said the decision also may bolster future claims for land. The case stemmed from charges against 30 Abenakis who two years ago deliberately flouted the law requiring licenses. Parrott Ramsey Funeral Home is in charge of arrangements.

Horton, a passenger in Weaver's vehicle, was pronounced dead at the scene. Weaver was taken to the University of Kentucky Chandler Medical Center in Lexington, where she was pronounced dead at 1:45 p.m. Hudson was taken to Scott County General Hospital in Georgetown, where he was pronounced dead at 2:20 p.m. None of the three were wearing seat belts, state police said. Weaver and Horton were thrown from the Jeep.

Three people were killed yesterday when a Jeep pulling out of a driveway was struck by a tractor-trailer about 7'2 miles west of Georgetown on U.S. 421, state police said. State police at the Frankfort post identified the victims as Toni Weaver, 32, of Lawrenceburg; William Horton, 23, of Midway; and Albert M. Hudson, 54, of Lawrenceburg.

Police said Weaver was trying to enter the southbound lane of U.S. 421 about 12:19 p.m. EDT when her Thursday, St. Agnes Catholic Church, 1920 Newburg Road. Barrett Funeral Home is in charge of arrangements.
