TELEVISION AND VIDEO NEWS AND REVIEWS These are guaranteed to be the worst of a bad lot New releases By VINCE STATEN Video Entertainment Writer It's easy to find a list of the best tapes of 1987. All the video magazines have stories with their picks for top tapes. But what about the worst tapes, the ones that were so bad they fell im STATEN And you thought last week was a slow week at the video store. There are even fewer new releases this week: "Captive Hearts" (CBSFox, $79.98) is a World War II drama about a POW in a Japanese village who falls in love with a local girl. Pat Morita wrote and stars along with Chris Makepeace and Michael Sarrazin.

Release: Thursday. "Enemy Territory" (CBSFox, $79.98) is about two men who find themselves in a New York City housing project after dark. The resident gang sets out to terrorize them. Ray Parker Jr. and Gary Frank star.

Release: Thursday. "Three of a Kind" (CBS Fox, $29.98) If you like the Fox network's "Tracey Ullman Show," you may want to check this out. It's a compilation of comic scenes from Ullman's hit British TV series. Release: Thursday. "Best of the Two Ronnies" (CBSFox, $29.98) is a compilation of spoofs from the British comedy "The Two Ronnies," which shows up occasionally on PBS.

The two are Ronnie Barker and Ronnie Corbett. Release: Thursday. "Victoria Wood As Seen on TV" (CBSFox, $29.98) is another compilation from British television. British comedian Wood is joined by Julie Waters in a series of comic bits. Release: Thursday.

"The Last Song" (Playhouse, $59.98) is a 1980 made-for-TV thriller with Ronny Cox and Lynda Carter. Release: Thursday. "The Great American Traffic Jam" (Playhouse, $59.98) is a less-than-hilarious made-for-TV comedy about traffic. Release: Thursday. "Combat!" (Goodtimes, $19.95) is the early '60s TV series with Vic Morrow.

Six episodes with big-name guest stars (Lee Marvin, Charles Bronson, Eddie Albert, James Coburn) hit home video When NBC ordered an additional five episodes, a network executive was quick to point out, "We're just using it to fill space until the season's over." Who in his right mind would want to watch a movie with this title? WORST TAPE OF 1987 And the winner is "Shanghai Surprise" (Vestron, starring both Madonna and Sean Penn.
