Fertilizer deliveries gain 5 per cent for a record WASHINGTON Fertilizer tonnage delivered to American farms in the year ended June 30 totaled about 51 million tons, an all-time high and 5 per cent above the previous year, the Fertilizer Institute says. Potash products gained 16 per cent, phosphates 11 per cent and nitrogen products 6 per cent over the previous year. begins deliberations Associated Press HARLAN, Ky. The National Labor Relations Board (NLRB) has proposed a bargaining election next month at Eas-toyer Coal Brookside mine in Harlan County, where the United Mine Workers won a contract in 1974 following a bitter 13-month strike.

The smaller, Tennessee-based Southern Labor Union seeks to represent the approximately 150 Brookside miners. It filed a petition with the NLRB seeking the election. The SLU also seeks to represent about 15 employees at the Hyde Trucking Co. at Evarts in Harlan County, which has coal-hauling contracts with Eastover. Those employees also are represented by the UMW.

The NLRB sent a proposed agreement for the elections to the two unions and Eastover Tuesday under which a bar-gaming vote would be held at Hyde Tracking Nov. 17 and at Brookside Nov. 18. Jim Ferree, NLRB assistant regional director, reached by telephone yesterday at the board's regional office at Cincinnati, said the board scheduled a hearing on the SLU petitions for Oct. 12 but had to cancel it because of delay in approval of the agency budget by Congress.

he said, if the two unions and Eastover sign the proposed agreement, the bargaining elections can be held anyway. Ferree said NLRB officials discussed the proposal with all the parties before mailing it to them. He said he expected the parties to approve the agreement. Meanwhile, he said, the NLRB is checking to make sure the SLU has the support it claims. "The board's rules require that the petitions be supported by at least 30 per cent of the bargaining unit (the group of employees to be represented)," he said.

The SLU must submit evidence of interest by the employees concerned. "Usually it's in the form of membership cards or authorization cards from the employees," he said. These are checked against the employer's list of employees. If they check, and Eastover and the unions return their signed agreements, the elections can be approved. Heat repairs put chill on students in Frankfort Associated Press FRANKFORT, Ky.

School was a chilling experience this fall for children at Bridgeport Elementary in Frankfort. 1 Workmen were trying to finish renovating the school's heating and electrical system by Nov. 1, the start of the winter heating season. But by early October, temperatures had already dipped into the 30s and 40s. Parents were advised to dress their children warmly.

Bridgeport Principal Bill Marshall said yesterday that the heating is now turned on, although three or four units are still not working. He also said workmen must still cut off the heat from time to time to make thermostat adjustments. The heat will be controlled on an individual basis in each classroom. Marshall said a higher priority was given to renovation of the electrical system, including installation of a fire alarm system and new lights. "We tried to set priorities, but the weather got cooler than what we thought," Marshall said.

Workmen worked "day and night" to finish the job because of complaints from parents. Advisory group wondering if Carroll wants its advice 'FRANKFORT, Ky. (AP) The Governor's Design Advisory Council will request a meeting with Gov. Julian Carroll to see if he really wants its advice. At a meeting Tuesday, the group's members repeatedly expressed frustration that their recommendations to Carroll and Finance Secretary Russell Mc-Clure, an ex-officio council member, are going unheeded.

The advisory panel is composed of architects and planners appointed by Gov. Julian Carroll to seek "common sense design" in the planning and construction of state building projects. A spokesman for the governor said yesterday that Carroll would have no response until the request for a meeting is made. Body definitely Associated Press MARTINSVILLE, Ind. A decomposed body found in a cornfield was positively identified yesterday as that of Indiana University student Ann Louise Harmeier, whose disappearance last month inspired the people of her hometown to undertake a nationwide search; Dr.

Josefino Afuilar said positive identification was made through dental records. Miss Harmeier, 20, of Cambridge City, apparently died of strangulation, he said. State Police Maj. Stan Kenny said detectives had few leads in the case but were continuing their investigation. Kiritsis jury By KRISTIE HILL Associated Prist INDIANAPOLIS The jury, faced with conflicting testimony that pictured Anthony G. Kiritsis as a madman or an adept salesman peddling fake insanity to avoid life in prison, began deliberations yesterday. Kiritsis, charged with kidnaping, armed robbery and armed extortion for the Feb. 8 abduction of mortgage executive Richard O.

Hall, has pleaded innocent by reason of insanity caused, he says, by the Hall company's efforts to swindle him on a land loan. In his instructions, Marion County Superior Court Judge Michael T. Dugan told the jurors they must find Kiritsis innocent unless the state proved beyond any reasonable doubt that Kiritsis was sane. Prosecutors said the 45-year-old former car salesman invented the symptoms of mental illness after deciding to plead insanity. They produced several psychiatrists who examined Kiritsis shortly after the abduction and who testified that he did not mention any of the symptoms that became a keystone of his defense during the three-week trial.

Deputy Prosecutor George Montgomery told the seven-man, five woman jury, "The defendant is a salesman has been all his adult life. He's used to sizing people up, knowing what they'll be receptive to. He did this with the doctors." "If Tony Kiritsis made up this defense, he started when he was a kid," countered defense attorney Nile Stanton. "You heard about what his family was like." Stanton's voice cracked several times and he wiped away tears as Kiritsis sat with his face in a handkerchief. "We admit what he did.

We admit he planned it. It's a despicable thing that he did," Stanton said. "But try to put your own son or loved one right here where Tony Kiritsis is sitting." "He's not a vicious man," Stanton said. "Tony Kiritsis knew in his own missing coed's IND 37 while she was driving to school in Bloomington Sept. 12.

State Police had said they found a shoe string and a hairbrush around the young woman's neck, leading them to believe she might have been strangled.
