The mayor of this small southeastern Kentucky town who is also a pastor and former assistant scoutmaster was indicted yesterday on child-molestation charges. The Rev. Phillip Connley appeared in Knox Circuit Court to hear the accusations that he sexually abused and sodomized one of his Boy Scouts in the late 1970s and early 1980s. Before the proceeding began, Connley stared at his accuser, a man sitting in a back corner of the courtroom.

The man, now 28, stared at the floor. After the brief hearing, Commonwealth's Attorney Tom Handy explained that the man had finally decided to go to the Kentucky State Police, who investigated the charges. "It's not uncommon that people will come forward some years after the abuse took place and make an allegation," Handy said. "This is not something that is a past memory recalled. It is something he has lived with." The indictment charges Connley, 51, with two counts of sexual abuse and five counts of sodomy.

None of the acts was forced, but the boy was too young to consent, Handy said. The indictment said all seven acts occurred in Knox County between June 1978 and August 1981, beginning when the boy was 10 years old. Connley, his lawyer and his accuser all declined to comment. The charges will have no effect on Connley's duties as mayor, Handy said. Connley was free on $10,000 bond and will be arraigned on March 4.

The indictment which has been rumored for weeks was greeted with skepticism in town, where Connley is enormously popular. He has been on the city council since 1977 and has been mayor since 1986. Even the judge who presided over the hearing was saddened. "Everything I would tell you would be excellent about Phillip Connley," said Circuit Judge Lewis Hopper, "but this is a serious charge." Hopper is one of many Eagle Scouts who attained prominence in Barbourville. Most expressed support for Connley.

John David King, the troop's current scoutmaster, said he had no plans to change his troop's affiliation with Connley's church. "I've known him since I was 11, and he never tried any kind of molestation on me or anyone I was around," said King, who is vice president of Union National Bank. Connley grew up in Covington, attended the University of Cincinnati and moved to Barbourville in 1969 to take the job as pastor of First Christian Church. He has never married and lives with his widowed mother. He became an assistant scoutmaster sometime in the mid-1970s but cut back on the time ha devoted to scouting in the 1980s, King said.

Connley chaperoned scores of boys on countless trips, several former scouts said. Patrick Goodin, a former Boy Scout, said Connley took him all over the United States when Goodin was a boy and nothing sexual was ever hinted at. "After my dad died, this man basically raised me," said Goodin, 33. "He's a single man, he's a preacher and his life's mission he even told me this his life's mission is taking care of the youths." Connley's mark is all over town. He was instrumental in getting a $270,000 federal grant and several other grants to refurbish Barbour-ville's downtown.

After the Cumberland River flooded the town in 1977, Connley lobbied tirelessly for a $38 million federal flood-control project that was completed in 1994. Connley was also the leader of an effort to convert a swamp just outside of downtown into a water park. Construction on the $363,000 project began in November. Knox County Judge-Executive Jimmy Hinkle praised Connley as an effective leader. "I think as a mayor I don't know him as a person he's always been looking out for tomorrow, Hinkle said.

Ex-coach Bill Moon' Conde dies; played at Kentucky for Bear Bryant Bill "Moon" Conde, a University of Kentucky football player under coach Paul "Bear" Bryant and a former coach at Corbin, Male and Manual high schools, died of cancer Thursday night in Bristol, Tenn. He was 69. Conde, who was living in Bristol, was from Charleston, W. and attended UK from 1948-52. He was an offensive lineman and linebacker in three consecutive bowl games the Orange, Sugar and Cotton.

He started his coaching career at Sidney-Lanier High School in Montgomery, before taking the head job at Corbin in 1953. He was an assistant coach at Male in 1954 and 1955 and head coach at Manual in 1958. The next year Conde was hired as a defensive line coach at Virginia Tech, where he coached until 1965. He was a retired employee of General Shale Products, where he worked 37 years, and a Navy veteran of CRIME REPORTS coached five seasons there under Jerry Claiborne, who later became UK's head coach.

Conde also was an assistant coach at UK in 1967 and 1968 under Charlie Bradshaw. He left coaching after that. Conde, a Navy veteran of World War II, was inducted into the West Virginia Sports Hall of Fame in 1984. His survivors include his wife, the former Martha Dillard. A memorial service will be at 2 p.m.
