A teen-ager pleaded guilty yesterday to drug charges for spiking his art teacher's soft drink with LSD and could be sentenced to 50 years in prison. Steven E.

He was a former business manager of the old Southeastern Christian College in Winchester. A Bloomington man was facing charges of attempted murder and robbery in a weekend machete attack on an elderly couple, a prosecutor said yesterday. Elmer H. Powers, 26, was being held ill the Monroe County Jail yesterday; after surrendering to Hamilton County authorities a day earlier.

Monroe County Prosecutor Robert Miller said he was preparing two counts of attempted murder, two counts of robbery and a single count of burglary to be filed against Powers in Monroe Circuit Court. All are Class A felonies. Powers will likely make an initial court-appearance on the charges today, Miller said. Wayne Fleener, 77, and his wife, 73, suffered cuts in the attack about 2 a.m. Saturday.

Chestnut St. Foster Kaiser, 71, died Wednesday at Veterans Affairs Medical Center. He was a retired employee of Brown-Kaiser a Marine Corps veteran of World War II and a member of Veteran of Foreign Wars Mid-dletown Post 1170, Highland Presbyterian Church and the Kentucky Tennis Hall of Fame. Survivors: his wife, the former Helen Henry; a daughter, Karen Kaiser Kempf; a stepson, Steve Wright of Morehead; a brother, William H. Kaiser; two sisters, Grace Kimball of Holly Hill, and Marion Shaw; and four grandchildren.

The body was donated to the University of Louisville School of Medicine. Memorial gifts: charity. John G. Kiesel, 83, died Wednesday at St. Matthews Manor.

He was a retired president of the old Whitehead-Kiesel Co. and a member of St. Mark's Episcopal Church. and chills. In court, Weathers told Melichar that some friends had suggested he spike the teacher's drink.

"Some kids had come up with the idea of doing this, and he carried it out," Katz said. "They really didn't believe that any harm would come to the teacher." Melichar asked Weathers if he was a drug abuser, and the teen answered that he was not. Ristau, who could not be reached for comment by telephone yesterday, has said that Weathers called her at home the evening after the incident and apologized. When she asked him why he had done it, "he said, 'You know me. I just do stupid things without Ristau said last spring.

Katz said Weathers would remain free on bond pending sentencing. A school spokeswoman said Weathers was no longer enrolled at the school but had not gone through expulsion procedures. remained hospitalized in satisfactory condition yesterday at Bloomington Hospital, a spokeswoman said. Seven people were arrested in Louisville after a tip from an employee at one of the banks.

Those charged yesterday are: Vena Timmons, 24; Arlinda Randle, 38; Hassan A. Mohammed, 47; William D. Bond II, 38; Emando Jose Roos III, 43; and James Hughes, 41. All are in custody. A seventh man initially arrested, Romaldo Allen, was not included in the indictment after a federal magistrate ruled there did not appear to be probable cause to proceed against him.

Lloyd's policy with the company, N.Y. Diaco, required it to have at least two employees on duty at all times. The insurer said only one worker was in the office when it was robbed because the company president had gone to the bathroom. But U.S. District Judge Louis Stanton said, "A brief trip to the restroom at various times during the day is not inconsistent with being on duty or attending the office." Lane, 3-7 p.m.

Millan was a junior at Louisville Collegiate School, where she was features editor of the newspaper Pandemonium, vice president of the junior class and a member of the Service Club and field hockey team. 42701. By DEBORAH YETTER Staff Writer Six Californians alleged to be members of a counterfeit-credit-card ring were indicted yesterday by a federal grand jury on fraud and conspiracy charges. They are six of seven people arrested in March by Louisville police, working with the Secret Service, for allegedly using credit cards and false identification to obtain thousands -of dollars in cash advances from banks. The: indictment alleges that the six, all from Richmond, conspired to commit bank fraud and had 16 counterfeit bank cards and various false driver's licenses. The cards were used to obtain $6,000 in cash advances from two branch banks in Louisville and in attempts to get another $6,000 from two branch banks, one in Louisville and one in; Lexington.
