NEIGHBORHOODSIast County, MAY 6, 1987 Page 5 Jeffersonfown Council discusses indictment of police officer MOTHER'S DAY IT'S VERY SPECIAL By MICHAEL QUINLAN Staff Writer Jeffersontown City Council members met for 30 minutes In closed session Monday to discuss the March 26 fatal shooting of Jeffrey Miles by a Jeffersontown police officer. Council members declined to comment on what was said at the session, but several members acknowledged that It concerned the April 29 indictment of police officer John Rucker. Rucker killed Miles, 24, while trying to serve a warrant on a suspected drug dealer who once lived in Miles' Coolridge Drive home. Rucker has pleaded not guilty to a second-degree manslaughter charge. A grand jury report said the Jeffersontown police had disregarded department procedures during the roundup of alleged drug dealers.

No one on the council would dis cuss the matter further, saying it is too early to issue a statement concerning the indictment and report Kentucky law allows city councils to meet privately for discussions that might lead to the discipline or dismissal of an employee. In other business, the council: Approved an agreement with Jefferson Fiscal Court in which Jeffersontown is guaranteed at least a partial refund of money spent to improve the city's library branch if the Louisville Free Public Library closes it within 10 years. Council member David Snowden said the council asked for the agreement because the city recently spent $20,000 improving the building at 10621 Watterson Trail and plans to spend another $50,000 upgrading its beating and cooling systems. "If we're going to put $70,000 into it, we want a guarantee that it's going to remaLi open," Snowden said. If the county closes the branch before 1997, It will pay Jeffersontown $7,000 for each year remaining in the 10-year agreement Discussed plans by mart Corp.

to close Its store in the Jeffersontown Village Shopping Center on Galene Drive (see story on Page 1). The council beard a letter written by mayoral assistant Sherman Kline to the Michigan-based corporation asking it to reconsider plans to close the store on July 18. "We don't want to lose council member Bob Coomes said. "A big store like that Is important to the community." Voted to have city attorney Fred Fisher write an ordinance for its consideration establishing parking rules to alleviate rush-hour traffic congestion in the downtown area of Watterson Trail. The ordinance would make it illegal to park along the eastbound curb from 7 to 9 a.m.

and the westbound curb from 4 to 6 p.m. on weekdays. Also, parking in the diagonal spaces near the Taylorsville Road intersection would be limited to one hour. "He's one of the nicest and most caring persons I have ever met" "He gives a lot of his time to volunteer work," said Shreve, who has known Zachman for eight years.

"As state director for tax-aide program, he traveled throughout the state to get volunteers for the program." In 1980, Zachman started the 55 AliveMature Driving program. Participants in the course are entitled by law to a 5 percent discount in their auto insurance after completing the two-day class. "It's really a refresher course to teach them to be safe drivers," said Zachman. "We want to help them to live longer through safe driving." Zachman, who was the state coordinator for the program for four years, has personally taught the course to more than 1,200 Kentucki-ans. He now trains other instructors.

Zachman said his most rewarding work comes from serving on the state Legislative Research Commission's Special Advisory Commission of Senior Citizens, which informs members of the Kentucky General Assembly on the legislative concerns of the elderly. "I love it because you can go to Frankfort and meet the legislators," he said. "We can't legislate, but we can recommend." Fellow association members say Zachman well deserves recognition for the work he has done. "He is very helpful and contributes a lot to the community," said Harold V. Gerlach, of Furman Boulevard, a tax-aide counselor.

"He has a way of accomplishing things." "He's not a taker, he's a giver," Gerlach said. "He's a doer not a talker. That's the most important thing."
