Four GOP senators gathered in the Capitol yesterday and elected Sen. David Williams of Burkes-ville as Senate Republican caucus chairman. The election was held to fill the vacancy created by the recent death of Sen. Williams Jack Trevey of Lexington. Williams was joined in the meeting by Sen.

Walter Baker of Glasgow, Sen. Landon Sexton of Pine Knot and Sen. Gene Huff of London. Afterward, Williams and Baker said that a quorum of Republican senators had been notified of the meeting. At the meeting a quorum was declared, and Williams was unanimously elected caucus chairman, Williams and Baker said.

Senate Republican Leader John Rogers of Somerset and Republican Whip Eugene Stuart of Prospect did not attend the meeting. And Sen. grand jury about state leasing activity By AL CROSS Political Writer FRANKFORT, Ky. Former Gov. Julian Carroll said yesterday that part of his testimony before a federal grand jury dealt with a lease in Tompkinsville and other state leasing activity that has raised questions of political influence. Morris Pickerell Jr. of Tompkinsville and Florida has claimed that he did not get a state lease because he was competing against Billy Joe Anderson of Tompkinsville, a strong supporter of Gov.

Wallace Wilkinson. Pickerell and his attorney, Hughes Walker, said Monday that Carroll told the Lexington grand jury about his case in a 90-minute appearance last week. Carroll confirmed that yesterday and said he told the jury of other leasing decisions that may have been politically influenced. Carroll and Walker are law partners. Carroll was called to testify after he said that conditions in the Wilkinson administration were "near scandalous." Wilkinson charged that the ex-governor was acting in behalf of Lt.

Gov. Brereton Jones, whom Carroll supports for governor. Carroll and Jones denied that. The Courier-Journal reported in May that leases with administration officials and Wilkinson supporters, including Anderson, raised questions about special treatment At Wilkinson's request an executive-legislative committee was formed to review all leases held by state officials and legislators. The pilot of a small private plane who had been missing for 2j weeks was killed when the plane crashed in a field near London, officials said yesterday. Dayne Mearle Baker, 21, was on his way to his home in Mattoon, 111., when the single-engine Cessna 150 crashed during a storm Aug. 5, said Marie Baker, spokeswoman for the Leslie County Sheriffs Department Jim Depew, spokesman for the Civil Air Patrol in London, said the plane disappeared from radar as it headed toward the London airport to refuel. Baker, a student at Bob Jones University in Greenville, S.C, was traveling alone. Leslie County Sheriff Ford Bowling said two women hunting wild roots spotted the plane yesterday morning in a wooded area.

Senate President Pro Tem John "Eck" Rose said yesterday, "if a majority of the Republican caucus has elected Sen. Williams as caucus chairman, I assume LRC would follow the caucus' wishes and elect him to the commission." Williams, a 37-yearold attorney, is completing his first term in the Senate. He faces no opposition in his November campaign for re-election.

Anderson, his relatives and associates have given at least $34,000 to Wilkinson's campaign and political action committee, and Wilkinson appointed Anderson to the board of the Kentucky Rural Economic Development Authority in 1988. Anderson and a partner formed a company and bought two acres of land in Tompkinsville in June 1989, four days after the state advertised for space for the Monroe County office of the Cabinet for Human Resources.

Anderson said he had a building with "no interior walls." When state agents inspected the site 20 days later, they found a building with exterior walls, a roof and a gravel floor. They accepted Anderson's proposal, though they acknowledged that the building might not have been built at the time he bid. State law requires that bidders have a building to offer. State officials said they rejected Pickerell's bid because it called for large payments in the first three months. That made his bid, which was 67 cents per square foot lower than Anderson's, the more expensive proposal, they said.

Hang gliders patrol forest LOS ANGELES (AP) Hang gliders are swooping down over isolated forest areas to report illegal dumping, maverick skeet shooters and possible firebugs. The effort by members of the Syl-mar Hang Gliding Association is welcomed by the police who patrol the Angeles National Forest The patrols began this month to try to change the image of hang gliders as danger-loving. Father, son charged in fires An 18-year-old Louisville man was arrested and charged with two counts of arson yesterday morning and his father was arrested later on another arson charge.

Fred Luckenbill of the 1900 block of West Market Street was arrested about 8:30 a.m. in connection with two fires in Portland, Maj. Henry Ott of the Louisville Fire Department arson squad said. Ott said Luckenbill's father, Jack Luckenbill, 58, of the same address, was arrested about 8:43 p.m. and charged with arson for allegedly setting fire to their house.

Jack Luckenbill also was charged with fourth-degree assault for allegedly struggling with firefighters at his home. The Louisville Fire Department dispatched three engines at 8:11 p.m. to fight the blaze, which was extinguished in less than an hour. There were no injuries.
