D4 WEDNESDAY, JUNE 3, 1998 T WHEAT GLUTEN Money THE SALINA JOURNAL Quota on wheat gluten imports pleases Russell Atchison, home of nation's largest gluten plant, also likes action By SCOTT AUST Hays Daily News RUSSELL — Two communities in Kansas received good news Tuesday after President Clinton announced a government quota on cheap wheat gluten imports. Russell-based Heartland Wheat and Atchison, home of the country's largest wheat gluten plant, both stand to benefit from the quota. "The two happiest communities in the state are probably Russell and Atchison right now," Ned Webb, Russell County's economic development director, said Tuesday in reaction to the news. Webb said the three-year quota will give the U.S. gluten industry a chance to recover and levels the playing field around the world. "Everybody here is pleased," Webb said. "Hopefully they'll find a way to settle it permanently." The plants produce wheat starch and wheat gluten. Gluten is used primarily in bread and other food products, while starch is used in such items as non-dairy desserts, charcoal briquettes and pet food. Webb said the European Union and other countries have been heavily subsidizing the production of starch, which allowed them to sell gluten well below the cost of production. The EU has taken 30 percent of the U. S. market in recent years. "The gluten becomes low cost, almost a throw-away item," he said. Webb said it was too early to do an economic assessment, but he thought the quota would greatly help the 3-year-old Russell plant. V TELECOMMUNICATIONS Sprint-ing ahead Phone company unveils new one-line technology By EILEEN GLANTON The Associated Press NEW YORK — Imagine simultaneously logging on to the Internet, sending a fax and talking on the phone from the same telephone line. Sprint Corp. unveiled Tuesday a revolutionary new system that allows one telephone line to handle virtually every telecommunications function. Sprint is hoping to take advantage of an explosion of communications in the American workplace and home. "There is a rush-hour traffic jam on the information superhighway," said William Esrey, Sprint's chairman and chief executive. "We're going to change the way individuals and businesses communicate." The company is leapfrogging its competitors to offer voice and data transmission over one vast network. Phone calls now travel over a single circuit, and while the circuit is open, it can't handle any other communication. The new system combines such old-fashioned circuit- switching with fiber optics and high-speed data transmission technology. It should allow users to log onto the Internet, send a fax, play a video game and conduct a telephone conversation simultaneously. And instead of separate accounts for local, long-distance and Internet service, customers would receive one bill, though it wasn't clear Tuesday whether that bill would be any cheaper. While Sprint may be the first to do so, analysts said virtually every phone company is working on a similar network. Sprint's new system, dubbed the Integrated On-Demand Network or ION, will initially be available to businesses. Several companies, including accounting and consulting giant Ernst & Young, software and computer system maker Silicon Graphics and leading food distributor Sysco Corp., already have signed up for the service, which will debut later this year. By early 1999, Sprint will offer the service to small and home- based businesses, and by late 1999, to residential customers. Ronald LeMay, Sprint's president and chief operating officer, said the primary residential users will be those who already spend heavily on communications. He said 16 million American households currently spend $110 or more per month on phone and online services. T TELECOMMUNICATIONS MCI to charge new fee for serving poor By The Associated Press WASHINGTON — MCI Communications will begin charging residential customers a new fee in July to help pay for low-cost telephone service for the poor, cheap Internet access for schools and other government-mandated subsidies. The fee will be a percentage of a residential customer's monthly long-distance bill. A customer with no long-distance calls would not pay the extra fee. Residential customers will be assessed 5.9 percent of their monthly charges for long-distance interstate and international calls. The company Tuesday filed a tariff outlining the fee and other information with the Federal Communications Commission. The fee is designed to recover MCI's share of government-imposed payments to support affordable phone service for low-income people. Long John Silver's has about 1,300 restaurants in 37 states, including one in Salina. The company listed liabilities of $457.3 million and assets of $329.1 million in the filing, which was made after business hours Mon- day in the U.S. Bankruptcy Court in Delaware. While based in Lexington, the company is incorporated in Delaware. It traced its financial difficulties to the 1989 buyout by senior management that took the company private. Spokesman Bruce Hinton said the company has been saddled with large debt since that time. Long John Silver's was formerly a division of Jerrico. The Chapter 11 bankruptcy filing allows a company to continue operating, while protecting itself from claims by creditors as it develops a financial reorganization plan.
