The IRS will complete Form 1040 for you if your income, entered on line 15, is $20,000 or less and consists only of wages and salaries, tips, dividends, interest, pensions and annuities. -You must choose the standard deduction and file your return by April 15. When using Form 1040, you should complete lines 1 through 15, plus lines 17, 19, 21a, 21b and 21e if necessary. If you qualify for the earned income credit, enter "EIC" on line 21c. On a joint return, show the husband's and the wife's income separately in thp space below line 15. If you file a Form 1040A, IRS will compute your tax for you regardless of the amount of your income. The European parliament has been called all these things and undoubtedly will be again as member states and community leaders debate the timing of direct elections. A plain-man's guide to this body which 170 million Europeans may be electing in two years' time follows here. The powers of the parliament are spelled out in articles 137-144 of the Rome treaty of 1957. It has the right to question, scrutinize and criticize the two other principal community institutions, the ((strongly integrationist) Brussels Commission, and the (largely nationalist) Council of Ministers, where member governments struggle for advantage. Parliament also has the right to be consulted on community legislation. But while parliament can object to a council decisionjt has no veto. So the council has the whip hand. The members of parliament .from the nine member states are not direclty elected — yet. They are nominated by national parliaments. The Rome treaty enjoined parliament to "draw up proposals for elections by direct universal suffrage in accordance with a uniform procedure in all member states." As long ago as May, 1960. the European parliament submitted a draft convention on direct elections. The council dithered for more than a decade, mainly because of French opposition to direct elections. Then, in 1973. the community gained three new members and in v !974 the French president came out in favor of direct elections. So the parliament adopted a new convention last year.
