Rosenman and co-producer Scott Kramer have also lassoed Madonna-mentor John "Jellybean" Benitez to produce the music for the Warner Bros, project While Paramount prepares for a Feb. 18 start of its two major Christmas movies (Eddie Murphy's "Golden Child," on location in Nepal and around California, and "Star IV," on the studio lot), it's rejuggling the release of "Blues City." The networks listen Who says the networks don't listen? Give NBC credit for responding to viewer complains about "Miami Vice" even though the show is in the Top 10. Network programming chief Brandon Tartikoff is promising that the show will not use any more "illiterate" scripts. It seems fans have been writing in saying they're tired of all style and no substance in the plots.

Tartikoff claims the scripts, which were written in Los Angeles, were being rewritten on the set in Miami. Now who would do that? Not Phillip Michael Thomas, who said the show was bigger than the Beatles, or Don Johnson, who reportedly is a perfectionist who wants everything done his way. Now they're going back to NBCs way. Meanwhile ABC, which is groveling around in the ratings basement says it's going to quit putting on "dumb and boring shows because the little old lady in Peoria will love it" It's hard to guess which shows ABC thought the ladies in Peoria could identify with. Would it be "The Colbys" about rich Californians? Or may "Spenser: For Hire" about a Shakespeare-quoting Boston detective, or maybe "Lady Blue," which stars a Clint Eastwood-type, big-city female cop.

Apparently a lot of folks didn't care for all that messing around in Moldavia on "Dynasty" so all that's going to change. ABC says that it will stop the ratings dip on "Dynasty" by dumping the Moldavian Castle nonsense and getting back to hair-pulling brawls between Crystal and Alexis in Denver, which, by the way, is closer to Peoria. ABC says it can't make up its mind about "Amerika," a miniseries about life in Kansas 10 years after the Russians take over. But it's not protests by the Soviets that may kill the project. It's hard to tell if ABC is serious about the way it presents the handgun controversy in "The Right of the Peo-; pie" at 9 EST tonight The film stars Michael Ontkean as a prosecuting attorney who is all for law and order until his wife and daughter are gunned down in a restaurant rob-; bery.

Then he turns zealot i He starts a crusade to pass a law that would let any citizen who isn't a criminal or mentally ill carry a con-' cealed weapon. In a wave of hysterical pro-gun ral-' lies, he allows his opponents to be shouted down in his obsession to bring street justice to criminals. He gets his wish. The town becomes a modern-; day Dodge City with everybody toting six-shooters. In the end he gets more than he bargained for, but that's hard to make out in the telling of this highly emo- tional tale.

At times "The Right of the People" seems so silly that you have to wonder i if the writers meant it to be a satire. It i certainly borders on exploiting the gun issue for ratings with generous amounts of violence along the way. Ontkean's character is vague and i ill-defined. Billy Dee Williams and 1 Jane Kaczmarek come off as sort of wimpy-minded friends who can't reach him. Theatrically, the movie is confused.

There was a decent idea camouflaged in the plot somewhere but it got lost in the telling. "The Right of the People" is a clear case of overkill. HOLLYWOOD Wedding bells won't be ringing for Goldie Hawn and Kurt Russell. He reports that he and Goldie are "very happy" just as they are and have no plans to marry before or after the birth of their child in July. Kurt wrapped "Big Trouble in Little China" on Friday and was setting off to join Goldie in Aspen, where she's enrolled her 6-year-old daughter and 9-year-old son (by Bill Hudson) in school.

They return to L.A. in May to prepare for what will be Gol-die's third Caesarean delivery. Russell (whose Universal Picture's "The Best of Times" with Robin Williams goes into release this month) is ready for some Aspen relaxation. "Big Trouble in Little China" has been shooting for 14 weeks. For director John Carpenter, there's still four more months of post-production work ahead on the $20 million 20th Century Fox release.

Carpenter's also composing the score for the summer release. THE RESURRECTION: Dino De Laurentils won't let "King Kong" rest in peace. He's returning that fabled monster to the screen and is right now casting about for a lovely to play a lady scientist who brings King Kong back to life. Obviously, he hasn't bothered approaching Jessica Lange, who started out in De Laur-entlis' 1976 version of the tale and spent years trying to live it down. FOREIGN AFFAIRS: Gene Wilder and Gilda Radner are spending so much of their leisure time in the South of France that she's now taking French lessons so she'll feel less like a foreigner.

Gene won't have any leisure time for a while. He'll be spending the next two months editing and scoring the "Haunted Honeymoon" movie in which he serves as director and Gil-da's co-star. The film is due to be delivered to Orion at the end of February. Once it's in the can, the Wilders will leave Hollywood to spend some time at their Connecticut home and will then give Gilda a chance to try out her new linguistic skills in the South of France. THE INDUSTRY EYE: "Streets-mart" Producer Howard Rosenman expects to have a director set for his big screen musical within the next few weeks and to then go full steam ahead in developing the lead part of Dodger for Madonna.

Rosen-man's already gotten Madonna ity to report out of Moscow. ABC claims that what the Russians think will have no effect on their decision. There has been criticism on this side of the Iron Curtain about the anti-Soviet tone of recent movies, commercials and TV programs, but that hasn't stopped "Rocky IV," a violently anti-Russian movie, from racking up more than $100 million at the box office. That financial lesson won't be lost on ABC Wedding bells WIIAS co-anchor Melissa Forsythe was married Saturday to Louisville attorney James Ellis. its lack of capitalistic bucks.

At least that's what ABC is saying now. The project has been on the drawing boards for more than a year but never got under way. The ABC merger with Capital Cities Broadcasting resulted in reduced budgets at the same time ABC fell into third place in the ratings, which means even less money for new projects. Meanwhile, the Russians are squawking that television miniseries such as "Amerika" are not in the spirit of peaceful understanding between peoples. They hint such a miniseries may also have an effect on ABC's abil RADIO HIGHLIGHTS l-Jgl UVUUI uuing uiiii 1 vf a JULT porting Actor Oscar in 1987.

Jack, of course, won a Supporting Oscar for "Terms of Endearment" arid is a frontrunner in the Leading Man race this year for "Prizzi's Honor." TENSION TIME: "I'm glad I'm working so I don't have to think about it," says Eric Stoltz about ttte Oscar push Universale applying on behalf of his portrayal of the disfigured teen lead in "Mask." Right now Stoltz is playing a 12th century knight in Orion's "Lionheart," which is shooting in Yugoslavia with Franklin Schaffner at the helm. Eric reports they've been doing outdoor sequences in 5-degree temperatures, "and that's without the winfl-chill factor." How are they managing that? "With strength and discipline and patience."
