For some time it has been obvious to us that some change in our operation had to be made due to health reasons. When we were offered the opportunity to transfer ownership of our business to Office Products Center, Inc., who wished to expand into the printing business, it seemed the ideal solution, as ownership would remain local. When we began business in Carroll on August 1,1946, we were Carroll's newest business. Now, nearly 30 years later, we find ourselves among a handful of the oldest business firms under continuous ownership. These years have seen many changes in Carroll. It has seen the construction of a new court house, new churches and schools, a new hospital and nursing homes, expansion of professional, business, wholesale and financial services. And just recently under the dedicated leadership of Carroll's City Administration we have witnessed the completion of the Urban Renewal Project and Community Center which seemed visionary when first proposed. Soon under the present City Administration the new Recreation Center will become a reality. All of these have truly made Carroll not only Iowa's Newest City, but it's No. 1 City. Many times we have said in public and in the privacy of our homes that had we placed a map of America on the wall and thrown a dart at it, we could not have found a finer place in which to live and do business. Not just Carroll, but the fine people in the surrounding towns and agricultural area make Carrolland what it is. We would like to say thanks for your' friendship and patronage over all these years, but we can't come up with the right words. Just saying "thanks" seems so inadequate, but we don't know what else to say. So, "thanks — heartfelt thanks." All proposals and bids In connection therewith, shall be submitted to the Clerk on or before the time herein set for hearing and letting. All proposals shall be made on official proposal forms furnished by the Municipality or the Engineers, and must be enclosed in a separate sealed envelope and plainly Identified and addressed to Clerk, Templeton, Iowa. Each proposal shall be accompanied by a bid bond or certified check In a separate sealed envelope In an amount equal to ten percent (10%) of the total amount of the proposal. If bid bond is submitted, It must be on the form provided with the Contract Documents. The certified check shall be drawn on and certified to by a responsible bank (for sewer projects the certified check must be drawn on and certified to by a responsible bank in Iowa), and payable to the Treasurer of the Municipality as security that If awarded a contract by resolution of said Council, the Bidder will enter into a contract at the prices bid and furnish the required performance and payment bond and certificate of insurance. The certified check may be cashed, or the bid bond forfeited, and the proceeds retained as agreed liquidated damages if the Bidder falls to execute a contract or file an acceptable performance and payment bond or provide a certificate of Insurance on form provided In the specifications within ten (10) days after the acceptance of his proposal by resolution of the Council. No bidder may withdraw a proposal within ninety (90) days after the date set for opening bids. At the said hearing the Council will consider the plans and specifications and proposed form of contract for the project, the same now being on file in the office of the Crerk, reference to which is made for a more detailed and complete description of the proposed work, and at said time and place the said Council will also receive and consider any objections to said plans, specifications and form of contract or cost of such project made by any interested party. Payment of the cost of said project will be made In cash to be derived from the proceeds of the sale of revenue bonds, which said bonds will be payable solely and only out of the future net earnings of the municipal sewer system and/or from such other cash funds on hand as may be lawfully used for said purpose and /or from the proceeds of a federal and/or state grant or grants as may be obtained. Payment to each Contractor will be made in monthly estimates and one final payment. Monthly estimates will be equivalent to ninety percent (90%) of the contract value of the work completed during the preceedlng calendar month. Estimates will be prepared on the first day of each month by the Contractor, subject to the approval of the Engineer, who will certify each approved estimate to the Council lor payment on or before the 15th day of the month in question. Such monthly payments shall In no way be construed as an act of acceptance for any part of the work partially or totally completed. Final payment to each Contractor will be made no earlier than thirty-one (31) days from and after the final acceptance of said work by the Council, subject to the conditions and In accordance with the provisions of Chapter 573 of the Code of Iowa. No such partial or final payment will be due until the Contractor has certified that the materials, labor and services involved in each instance have been paid for in accordance with the requirements stated In the specifications. The work under the contract for each section shall commence on or before the date specified in a written "Notice to Proceed" and shall be fully completed and ready for operation within 120 consecutive calendar days thereafter. By virtue of statutory authorl'ty preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor to the extent lawfully required under Iowa statutes providing that the award of the contract will be made to the lowest responsible bidder sybmittlng the lowest acceptable bid, which shall be without regard to State or local law whereby preference is given on factors other than the amount of the bid. Contractors may bid on any or all sections. However, the Council will award a separate contract for each section, and no tied bids will be permitted. "Bidder's Propsals," plans and specifications may be obtained from the Engineer. A deposit of $25.00 will be required for the plans and specifications, S 10.00 of which will be refunded to those returning them in good condition within twenty (20) days atte'r the date of the bid opening: Each successful Bidder will be required to furnish a performance and payment bond on an approved form in an amount equal to one hundred percent (100%) of the contract price, said bond to be Issued by a responsible surety approved by the Council, and shall guarantee the faithful performance of the contract- and terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the Municipality from claims and damages of any kind caused by the operation of the Contractor, and shall also guarantee the maintenance in good repair of all work and materials for a period of two (2) years for a sanitary sewer project from and after the completion and acceptance of the work by resolution of the Council. Labor Standards Contract Provisions and Federal Wage Determinations are also applicable to work performed under this contract. Said requirements are explained In the specifications. Bidders on this work win be required to comply with Presidential Executive Order No. 11246, Interim financing has been arranged for the treatment facilities, contract which is that portion offthe financing assistance being obtained from the Environmental Protection Agency (EPA) and any Iowa State grants. Under this arrangement the town can pay the contractor in cash received in anticipation of receipt of said EPA and State grants. Any contract or contracts awarded under this Invitation for Bids are ex- oected to be funded in part by a grant from the United Slates environmental Protection Agency. Neither the United States nor any of its departments, agencies or employees is or will be a party lo this Invitation for Bids or any resulting contract. The Council hereby reserves the right to reject any or all bids, to waive informalities and irregularities and to enter into such contracts as It may deem to be for the best Interests of the municipality..
