Oct. 18, 25; Nov. 1, 8; 1974 Russia may study prison release plan SANTIAGO, Chile (AP) Chile's military government announced today that the International Red Cross has told it the Soviet Union may be willing to study a plan under which Chile would release some of its political prisoners if Cuba and the Soviet Union did likewise. Navy Capt. Claudio Collados, undersecretary at the Chilean foreign ministry, made the announcement at a news conference. Gen. Augusto Pinochet, chief of state of the junta ruling Chilesince the military overthrew Marxist President Salvador Allende last year, has offered to release imprisoned Allende supporters here if Russia and Cuba release an equal number of political prisoners. "The Red Cross in Chile communicated this offer to Cuba and Russia, and said that the Soviet Union replied to the Red Cross that it may be willing to study the proposal," Collados said. He did not say whether Cuba had made any reply to the Red Cross. At the beginning of September, authorities here said there were 2,000 persons imprisoned in Chile but later official reports said the figure had dropped to around 800 by October as persons continued to be released. There are some 30 former Allende aides still detained, including Luis Corvalan, the Chilean Communist party boss who has close ties with Moscow. FORT SMITH, Ark, (AP) — Gov. Dale Bumpers indicated Thursday night that he was proud of Arkansas' economic growth but that he was proudest of the state's reluctance to sacrifice any of its beauty for the sake of progress. He said an official of Beakert Steel Wire that broke ground in Van Buren Tuesday for a $20 million plant had told him that "Arkansas was, the only state contacted as a possible site for the new plant which would not relax its pollution control laws . just to get in new industry. "They liked this attitude of the people," Bumpers said. The governor, addressing the 88th Fort Smith Chamber of Commerce Banquet, said the city was economically in step with the state and possibly ahead of it. Bumpers, the Democratic nominee for the U.S. Senate, noted that the U.S. Department of Commerce had announced that in 1973 economic growth in Arkansas jumped from 48th nationally to 45th. This, he said, Is a significant barometer. "Manufacturinggrowth In the state went up 18 per cent last year as 119 plants were expanded or built in Arkansas," he said. "These expansions accounted for $1.6 billion worth of construction and 14,391 new jobs. "In the Fort Smith-Van Buren area alone, 15 new plants or expansions were made, accounting for $60 million. This shows that the area is the fastest growing in the state." On another subject, Bumpers said the latest Harris poll showed a drop of respect for American institutions, including ; the ; military, churches, $ the • news media and politics. "We are not suffering from an economic depression," he said, "but we are suffering from a depression of a human spirit and will. "The people want action from leaders who are not afraid to tackle the big problems. There is a feeling of distrust and suspicion in all institutions by people. To overcome this, everyone must make sacrifices and those sacrifices must be on an equal basis. The crisis is not entirely because of a lack of resources, added pollution, poverty or hunger, but from a lack of will, spirit and determination." Some people believe that if it thunders on Sunday, goose eggs won't hatch. Newman resting well at his home LITTLE ROCK (AP) - State Rep. Bobby Newman, 48, of Srnackover is resting well at home after becoming ill Tuesday, State Rep. Joseph K. Mahony II of El Dorado told the legislative Council Thursday. Newman underwent tests at University of Arkansas Medical Center in Little Rock and was found to be overweight and too nervous, Mahony said. Newman semis to be feeling all right again, Mahony added, "No tuts about the face or anything like that?" Rep. Tom Collier of Newport called out in the council meeting. "No cuts or anything like that," Mahony said while council members chuckled. Collier apparently was making a joking reference to the reports concerning Rep. Wilbur D. Mills, D-Ark., who emerged from his car in Washington, D.C., at 2 a.m., Oct. 7 with several cuts on his face. Mills told police he suffered the cuts when his glasses were broken by the elbow of a woman who was trying to jump from his car.
