A good promotion campaign would cost about $100,000 and fund raising has begun, said state Sen. David Karem, D-Jefferson County, who is co-chairman of Kentuckians Supporting Mayoral Succession with state Rep. Ken Harper, R-Crestview Hills. The campaign will use radio, direct mail and a speaker's bureau, rather than more expensive television advertising, Karem said.

Framers of the state's 1891 constitution barred re-election for mayors of first- and second-class cities. That reflected a popular distrust of big cities at the time, but the issue now Is one of justice, Karem said. "It is simple justice to have a uniform policy for mayoral succession. Nearly 440 Kentucky cities can now re-elect their mayor. Only nine cannot," Karem said.

Stressing the economic Implications of the proposal, Harper offered the following scenario of a company considering locating in a Kentucky city: "It may be dealing very happily with a mayor and the mayor's staff, but then it's election time.
