The Senate and House have agreed to send a bill to the president restoring most of the money cut from the previous budget. But will the president sign it? No one knows, says WKPC-15 General Manager John-Robert Curtin. President Reagan has opposed funding public broadcasting in the past, but he may reconsider in the face of large bipartisan support in both houses for this bill.

TV school time Metroversity is offering a number of college-credit courses beginning Sept. 3. They include sociology, composition, computer science, psychology, biology, economics and two history courses. Non-credit courses in personal finance and Spanish are on tap. Credit courses are $95, non-credit are $50.

Registration is at the Bellar-mine College administration building off Newburg Road at 7 p.m. Friday and 1 p.m. Saturday and at the Indiana University Southeast univer By TOM DORSEY Courier-Journal TV and Radio Critic Ted Turner soon may be dancing to Michael Jackson's tune. Turner, who owns Cable News Network, WTBS, the Atlanta Braves and who knows what else, wants to get into the music-video business. In fact he wants to challenge MTV's virtual monopoly on them, and he's hitting MTV where it hurts.

Turner has sent cable operators a proposal to set up a rock-around-the-clock competitor to MTV, according to Biggs Tabler, Dimension Cable general manager. Cable owners who sign up as charter members would get five years of free service. That's attractive to many cablers because MTV, which sells advertising and has offered to let the public buy stock in its operation, wants to charge local cable companies 15 cents a subscriber starting in January. MTV is feeling its oats. It has one of the highest ratings of any of the cable channels and it has the audience (ages 12-34) for which many advertisers yearn.

All that, and especially the proposed per-subscriber fee, makes it a ripe target. Turner, never a man to shrink from a battle, is going to take a shot. He says that if he can get a guarantee of 10 million subscribers by Sept. 1, he'll go ahead with this $10 million venture. MTV is owned by Warner-Amex, a media conglomerate, which has had its financial problems.

Analysts generally agree that cable is not big enough to support two music-video channels, just as it wasn't big enough to sustain two news channels. Turner forced Satellite News Channel off the air by buying it. MTV is a more formidable and established opponent, but to a man who is used to jousting with ABC, CBS and NBC, it's just another scrimmage. No nag nights This is pledge time on WKPC-15, when programs are delayed by constant begging for money, the jangle of telephones and the jingle of the cash register. But five of the nine days of the August drive that began Saturday will be nag-free because people gave early.

They were promised that one night of solicitation would be erased for each $30,500 contributed. Viewers chipped in more than $183,000 to get the relief. Because the station hasn't reached the $275,000 goal, viewers will get a partial dose of pitches for money. That will happen Friday through Sunday If no more money comes in, according to station spokesmen. PBS and Congress After White House and congressional slashes in 1981 that almost bled PBS to death, Congress has authorized a massive sity center on Grant Line Road in New Albany at 7 p.m.
