Federal Assistance Saves Iowa $250,000 in Collective Bargaining Costs ByDaleKueter ,u . O O By Dale Kueter (low* Daily PI-MI AtiocliHom DES MOINES -The crunch of Iowa's first round of public collective bargaining has passed, and the biggest bargain may have been the collective services the state ^received from the Federal Mediation and Conciliation Service (FMCS). Not only did FMCS save Iowa an estimated quarter million dollars for mediation help, but it provided training and startup assistance through an arrangement unique in the federal agency's history. "It had never been done before," said Peter Pashler, executive director of the Iowa Public Employment Relations board (PER), referring to the extent of FMCS involvement in a state's inaugural year of public employe collective bargaining. The PER board is responsible for administering all facets of public employe collective bargaining in Iowa. Designating money to the Fund will neither increase the amount of tax due nor decrease any refund. The 1975 tax return is the last chance to contribute i.ioney for use in the 1976 Presidential election. All taxpayers, except non-resident aliens, may contribute if they have $1 or more in tax. On joint returns, husbands and wives may make different choices concerning whether they want to contribute. They must have a tax liability of at least two dollars for both to contribute. "William Usery, Ed Kolker and myself sat down to discuss implementation of Iowa's new law. The result was a one-year commitment by Usery that federal mediation would help us." Usery is the former national director for FMCS who now is secretary of labor. Kolker is chairman of the Iowa PER board. To date, according to Pashler, 319 agreements have been reached in Iowa by public bargaining groups. Eighteen settlements did not require third-party involvement. Of the 301 cases where parties sought PER board aid. 190 were settled through mediation — 167 by FMCS mediators. There have been about 60 cases which have gone on to the fact-finding stage, and 25 requests for arbitration. The remainder of the cases were settled after PER board aid was requested, but before active assistance commenced. Additionally, federal mediators trained PER board staff members, ad hoc state mediators, and held seminars for both public agencies and their employes regarding the conduct of collective bargaining. "We figure the federal mediation contribution at a quarter million dollars." said Pashler. While nobody is keeping tabs, the savings to Iowa and those public employees and agencies involved in bargaining may be even greater than Pashler's estimate. Under the law, a professional mediator can be paid up to $200 per day. Costs, by law. are split between the bargaining parties. ''Our people are professionals, and moved parties (toward settlement) a good deal faster," said William Meagher. assistant regional director for FMCS • Meagher suggested that novice mediators may have required the full ten days granted under the Iowa law for mediation, or. at $200 a day. a potential mediation cost of $2.000 per case. "I don't believe there would be too much argument," Meagher said, "with the statement that the Iowa law just would not have worked without federal mediation assistance. "Some of that commitment is certainly philosphical in terms of seeking good labor-management relations. "We feel strongly that mediation is a central element in making the system work." Meagher said the high settlement rate in Iowa is largely due to PKR board administration of the new Iowa law. "PER gave greater latitude to the parties than outlined by the law. They weren't rigid." Meagher said. "Mediation was made available when the parties needed it." Meagher said it is his opionion that the Iowa collective bargaining law "is one of the better ones.
