(AP) - Harlan "Bo" Holleman of Wynne, state finance chairman of the Republican party, said Monday night he seriously doubted that Rep. Bill Alexander, D-Ark., could prove that the Tidal Basin incident was a "setup affair." Alexander had said last Friday he believed the incident involving Rep. Wilbur D. Mills, D-Ark., had political implications. Mills is opposed in his red election bid this year by Republican Judy Petty of Little Rock. Holleman said he planned to send a telegram to Alexander telling the congressman that if he had proof of the "setup affair," "the people of Arkansas are entitled to know the facts, stating specifics, including your source of information. "If you do not have proof — and I seriously doubt that you do — then I demand a retraction and apology to the Republican party," the telegram continued. "Such a statement is malicious slander by innuendo and shows sloppy thinking on your part, which is beneath the dignity of the office you hold." In the telegram, Holleman indicated that Alexander, 40, should spend more time in his office and on the House floor "instead of traveling around the world on study trips that al- ways seem to take you tn places where you can enjoy your pet hobby of scuba diving...." Holleman said if Alexander would spend more time "looking after his own business and the business of the people of the 1st District of Arkansas," Alexander's voting record would improve and the district "would have the kind of representation it is entitled to." Mills issued a statement last Thursday saying he was embarrassed and humiliated by his involvement ir a bizarre episode early GU. 7 during which a woman, Annabel Battistella, plunged into the Washington Tidal Basin and was pulled from it by police.
