A motion was made by Walter Koster and seconded by James Houlihan that Carroll County enter into a gravel agreement with Bernside Corporation. All voted aye. This agreement is on file In the office of the County Auditor. A motion was made by Walter Koster and seconded by Leonard Ruplper to amend the earlier participation In the Safer Roads Demonstration program and include the Off System Road program with the Safer Roads Demonstration program. All voted aye. The Board of Supervisors granted a utiltiy permit to the City of Coon Rapids for the construction of a sanitary sewer across the county road northwest of Coon Rapids. A motion was made by Leonard Sporrer and seconded by James Houlihan to set March 22, 1976 at 10:00 a.m. for the public hearing on the proposed budget for Carroll County for the fiscal year 1976-1977. All voted aye. A motion was made by Walter Koster, and seconded by Leonard Ruplper to transfer $150.00 from the General Fund to the Improvement of Instruction Fund according to Chapter. 272.5 of the Code of Iowa. Office, Carroll, Iowa Monday, March IS, 1*74 The Board of Supervisors of Carroll County, Iowa met In Special Session at the Board Office, at Carroll, Iowa, the County seat of said County on Monday, March 15, 1974 at 9:00 a.m. Central Standard Time pursuant to law, the rules of said Board and to adjournment with all members present. The Board of Supervisors passed a resolution releasing and cancelling the lien on Lot 1, Exc. the S. 44' and the E'/j of Lot 2 exc. the S. 44', Block 4 Original Town, Arcadia Incorporated. _ The Board of Supervisors approved the monthly report of the Public Health Nurses Doris Walkup and Marilyn Eischeld. These reports are on file in the office of the County Auditor. The time having arrived, the Board of Supervisors, pursuant to notice, proceeded to sell Lots 1-4 and Lots 7-12 Block 4 Lanesboro Incorporated. The Board of Supervisors sold the property to the highest bidder, Elmer Berns for $350.00. A quit claim deed was Issued on the same date to Elmer Berns. Copies of these proceedings are on file In the office of the County Auditor. The Board of Supervisors received a petition of entry of an order vacating a part of a street In Maple River Village. Upon study of such petition, the Board of Supervisors set April 19, 1976 at 10:00 a.m. in the Board of Supervisors Room, as the date and time and place for a public hearing on same. The time having arrived (10:00 a.m.) the Board of Supervisors proceeded with the County Budget hearing, for the fiscal year 1974-77. No objectors appeared. A motion was made by Walter Koster and seconded by Leonard Ruplper to adopt the budget as published. All voted aye. A motion was made by Walter Koster and seconded by James Houlihan to make application to levy an Emergency Tax. All voted aye. AS FOLLOWS- SECTION 1. PURPOSE: The purpose of this ordinance is to close and to bar the use of the City Parks during certain time periods each day and thereby reduce the possibility ol acts of vandalism and property damage and to enhance the supervision of the City Parks by the Law Enforcement Agencies. SECTION 2. FACTS FOUND: The City Council of the City of Carroll hereby finds (hat the use of the City parks during the late hours of the night-and the early hours of the morning is minimal; that the incidences of acts ol vandalism and property damage are highest during the late hours of the night and early hours of the morning. SECTION 3. CLOSING: That except by arrangement or permission granted by City Council of the City of Carroll all persons shall vacate and remain out of and not use the City parks from 12 o'clock midnight, until 6:00 o'clock A.M. ol the following rnorning.
