Haney is chief of public affairs for the Manned Spacecraft Center of the National Aeronautics and Space Administration. He decides when the voices and pictures of astronauts may be publicly broadcast. Haney, here Tuesday to speak to the National Security Industrial Association, was asked what he would have done if some critical maneuver had failed during the Apollo 8 mission to the moon. Haney said he would shut down all relay of spacecraft communication to the public. He also was asked if the astronauts had been stuck in space, would he have permitted that to be publicly shown. ; "No, you don't play out a man's death rattle," he said in an interview before his talk.
