The naval war vessels thai typify the modern conception of sen-iigiiting qualities represent only a theorel ieal nr. rather, let it be said, an ideal expression. It is beginning In dawn on minds most vitally interested that tln-grent armored warstiins itre neithet- criieicnt nor safe. The fate of the vaunted Victoria last summer that, found an eighty-fathomed bottom froin the result of an accident while with other vessels, and the. more recent sinking of Admiral Mello's flagship, the- Aquidahnn.

from damage intlieted by a torpedc bus put a practical side to the conceptions, of modern armament that the i.leali.vtie theorizes seem not to have had in thuir reekoning. The French minister of mnrim otherwise the secretary of the navy. considers the structures recently built at. Toulon entirely unseaworthy, and declares they will turn upside down in their first encounter with a heavy sea. The loss of the Victoria, together with Admiral Trvon and his gallant men, and the behavior of another favorite of the royal navy, in the Bay if l'undv, has touched the English admiralty in a sensitive plaee, and their opinions now coincide with those expressed lay l-'reneh department.

Our own naval department, which seems a sort of imitative echo to those of Europe, is in considerable turmoil, but. may succeed in turning public attention from colossal blundering in the low over blowholes to irmor plate. 11 would have been thousand times better had the Victoria been towed w-ith two lighters ami grounded as near as possible to some Knglish city and titled up and rented out as an apartment building, than to allow her to float under the delusion that she was a war vessel, and thus entrap some hundreds of men to sudden and inglorious death. No one that rode on the Resolution during that Biscay storm, which was not at. all phenomenal, had any idea of other fate than had befallen the Victoria only a few months before.

It was a lesson of most awful import for a contingent of men to be cooped up in practically airtight qunrtcrs for eighteen long hours it all the hatchways closed, the vessel drifting helplessly, lurching from side Inside fort.y-tive degrees, anil the sens washing over her- decks. And yet there is not now hat is considered a tirst-elass armored vessel afloat that would not, under similar conditions, involve thesnnie experience, and the escape of the Kesulu-tion from foundering was little short of flic miraculous. 'l'o his complexion have the world's navies conic itl, last that, in nn age of steel and of lionstcd superior intelligence, with unlimited resources and a iter an immense jienditiire of mi iney, the deep is dotted with crazy constructions nowise so well adapted to anything as to scl f-destruet ion. When such an enormous weight and clumsiness are involved the least detriment to the hull or a lit'le displacement of the center of gravity puts everything into most serious jeopardy. The eternally-vigilant law of gravi tation is on tin; alert anil ever ready to improve its opportunity, and the mod.

It was reported that Tom Lanier was laid up as the result of an injury received while working for the Missouri Pacific in Lincoln last week, but be this as it may, he is able to fi jht. Roach came across the Drlilge alter the fight and hia face was bruised almost beyond recognition, while Lan'er was being cared for in East Atchison with blood Il)wing from many wounds. Roach is the man who was badly carved in a fight not long ago.

If he continues in this line he will have no face left. North Fifth street near Main was the scene of a most ludicrous affair Tuesday night between 6 and 7 o'clock. It Beems that a man by the name of Shelly, who works in an up town dry goods store, circulated the report that Gus Gu'zman, who works for the South Fifth ttreet butcher and is a married man, was pay ing attention to other ladies than his wife. This unBavory news reached the ears of Gutzman'a wife, and she very naturally made a kick about it. This in- cenBed Gutzman to such an extent that when he met Shelly Tuesday night at William Lee's place of business, he aoked rjhelly how it was.

At first Shelly denied having said it, when Gutzman asked him to sign a statement to that effect, which he half promised to do until he got outside of Lee's place, when he got independent and swore he didn't have to do anything of the kind. At this Gutzman grabbed a horse whip from a wagon standing near by and chased Shelly to Commercial street, 'raining blows upon him at every step. In bis momentous flight as he passed out of sight in the dusk of the evening you could have played a game of Beven-up on his coat tail. On Tuesday the fire department tested the hydrant pressure on Commercial street and near the depot to see if it would come up to the contract with the city. The test was made with six one inch nozzles, all throwing a stream at tame time.

The test was made with plugs no farther up Commer cial stnet than Fourth. The result showed that a hoiizootal stream could te thrown by the pressure one hudred and fifty feet and a perpendicular stream Beventy feet. This test was made at a little disadvantage as there was a slight bret 7.3 prevailing at the time. The contract with the city calls for a pressure that will throw a stream perpendicular one hundred feet. There is evidently a lock of pressure that the contract calls for.

It is claimed by the water works company that it is due to a useleBB waste of water by the city subscribers. However correct this theory may be it must be remembered that the test made Tues day was with tne reservoirs full which iB not often the case. In conversation with different citizens the universal opinion expr- ssed was that the city had outgrown the plant with the mains as small as they are. The largest being twelve inch and th, smaller ones but six inch. There seems to be some point to this, as the company claims to be pumping into the reservoirs eighteen hours out of twenty-four.

Tne test was made in North Atchison Tuesday afternoon. The natural pressure from the hydrant was found to be ten pounds to the fquare inch and when forced up by the engine through half inch and five eighth inch nozzles it attained from sixty to ninety pounds to the square inch varying with different locations. Tbo general impres sion prevails that some better system should be instituted to make the city mora secure against fire. Children Cry for Pitcher's Castoria. PrONlfllMlt VIco-l'rBHldont.
