"You've come here at the height .,'Of a national catastrophe," The Associated Press Traders work Wednesday at the Moscow Stock Exchange, which was hit by panic selling amid signs of a financial crisis. Zyuganov told members of the International Press Institute in Moscow. "The government lacks the money to pay wages to miners, teachers, doctors, servicemen and others." Speculation is growing that Russia will need a multibillion- dollar rescue package from the International Monetary Fund, similar to the ones arranged after Asia's financial crisis struck last year. An IMF delegation was coming to Moscow today. The government's biggest fear is that the ruble will collapse, resulting in steep price hikes. Already, a decade of economic turmoil has impoverished millions of Russians, and a new surge in prices will strain the patience of the country's 147 million people. "Certainly Russians are panicking, selling anything they can," said Martin Diggle, head of trading at Brunswick Warburg brokerage in Moscow. The Russian government said it has not requested additional help from the IMF or any other international financial institution. But another strong dose of bad financial news sent investors fleeing. Russian stocks crashed again, falling more than 10 percent Wednesday. The Russia Trading System is now the worst-performing market in the world — down more than 50 percent this year. The ruble fell early in the day but finished little changed at around 6.19 to the U.S. dollar. ZmaxCpn 9 -"/K T STOCK MARKET After plunge, market makes fast rebound Economic conditions in Asia may end bull market, analysts say By The Associated Press NEW YORK — Stocks mounted a dramatic rebound Wednesday, erasing most of a 175-point plunge that pushed prices so low bargain hunters shrugged off the global economic troubles that had triggered the selling. The Dow Jones industrial average briefly tumbled below 8,800 for the first time since April 1, but rallied back over the final 90 minutes to finish at 8,936.57, just 27.16 points short of Tuesday's finish. The Dow has fallen four straight sessions, losing about 235 points, but still boasts a gain of about 1,000 points, or 13 percent, for the year. Volume was very heavy, with 681.08 million shares changing hands by the 4 p.m. close on the New York Stock Exchange. Despite the late comeback, Wall Street analysts said festering economic conditions in Asia and other regions still present a serious obstacle to a continuation of this year's surprising rally. "I think this is the beginning of the end for this bull market, particularly because the Asia crisis looks like it will be with us for a long time and depress (company profits) even more than we thought," said Edward Yardeni, chief economist at Deutsche Morgan Grenfell. The Dow reached a record 9,211.84 on May 13, but broader market indicators have been weak since late March. TAT&T Charge to fund school Internet By The Associated Press WASHINGTON — AT&T will begin charging residential long- distance customers a new fee to help pay for low-cost telephone service and cheap Internet hookups for schools, libraries and rural health care facilities. The fee, beginning in July, is to be based on a percentage of residential customers' monthly bills for long-distance calls. Thus, a customer with no long-distance calls in a billing period would not pay the extra fee. Residential customers will be assessed 5 percent of total monthly charges for interstate long-distance and international calls, and 1.8 percent of monthly charges for instate long-distance, AT&T spokesman Jim McGann said. The charge to residential customers is designed to recover AT&T's share of government-imposed payments to support universally available phone service and discounted Internet hookups, McGann said. AT&T's share is estimated at $1.6 billion for 1998, McGann said.
