04 WEDNESDAY, MAY 27, 1998 Money THE SAUNA JOURNAL T EMPLOYMENT State jobless rate at 19-year low By The Associated Press TOPEKA — The last time the state's unemployment rate was as low as it was in April, disco still was hot. : The state Department of Human Resources reported Tuesday that the jobless rate for April was 3.3 percent. That is the lowest rate since December 1979, said Angela Goering, department spokeswoman. It was the third consecutive month that unemployment figures were as rosy as they were two decades ago. The latest jobless statewide jobless figure was down from 3.6 percent in March and from 3.8 percent in April 1997. .the March rate matched the lowest for that month since 1974 arid the 3.7 percent rate of February tied the 1973 low for the month. "We just continue to experience an unbelievably strong economy here in Kansas," said Human Resources Secretary Wayne Franklin. V RESTAURANT Kirby House in dispute Restaurant appeals license suspension following inspection By DAVID CLOUSTON The Salina Journal ABILENE — The owners of the historic Kirby House restaurant are seeking a reinspection by the state health department and say problems attributed to an order denying an operating license for the business are groundless. The business continues to operate while the matter is appealed. Because the owners, Ed and Betsy Varner, Abilene, moved to another residence, their reli- censing paperwork was mistakenly sent to their former home address, Betsy Varner said. When an inspector delivered a new license form in person, she conducted an inspection as well. The inspector wrote up the restaurant for a series of health code deficiencies, said Greg Crawford, spokesman for the Kansas Department of Health and Environment. $1,000 fine ordered The department issued an administrative order assessing a $1,000 fine against the Kirby House for operating without a license between Jan. 2 and April 29. As a result of the deficiencies noted during the inspection, the department followed up with an administrative order denying renewal of the restaurant's license. Crawford said among the deficiencies were improperly stored food, improper disposal of wastewater and unlabeled containers in the kitchen. Betsy Varner disputed the de- ficiencies and claims the inspector made errors. One deficiency written up on the report concerned the temperature of stored brisket, but that's not an item the restaurant serves, Varner said. Another deficiency was for a pan of fried chicken that was to be disposed of and was not to be served to customers, she said. Crawford said the violations cited were not serious enough to warrant immediate suspension of the restaurant's license. "Our hope is they can get things back into compliance and satisfy the food safety issues," he said. Varner said the restaurant has asked for a reinspection and criticized the first inspector. She said that in two years of ownership of the Kirby House, "there's never been a problem" with state inspections until the recent incident. The Conference Board reported Tuesday that its index of consumer confidence fell to 135.2 in May from a revised 137.2 in April. The decline was smaller than Wall Street analysts' expectations, and the index remains near the 29-year high of 137.4, which was reached in February. "Consumers are still in a very good mood — they feel good about the economy," said Gary Thayer, senior economist at A.G. Edwards & Sons Inc. in St. Louis. "But they are cooling their expectations a bit, which may slow T INTEREST RATES spending and prevent the economy from overheating." In another sign that the economy is cooling off, the National Association of Realtors reported home resales slipped 2.5 percent in April from the record rate reached in March. Investors initially cheered the reports. Stocks surged in early trading before retreating at midday. The Dow Jones industrial average finished the day with a drop of 150.71 points to 8,963.73. Bond prices ended sharply higher, pushing down long-term interest rates. Consumer sentiment is important because consumer spending accounts for two-thirds of the nation's overall economic activity. The consumer confidence index, calculated since 1985 from a base of 100, is derived from responses to questions sent to 5,000 households nationwide. The survey polls consumers on matters ranging from job availability to buying plans. T-bills mixed in Tuesday auction By The Associated Press WASHINGTON — Interest rates on short-term Treasury securities were mixed in Tuesday's auction. The Treasury Department sold $5.75 billion in three-month bills at an average discount rate of 5.020 percent, down from 5.080 percent last week. An additional $7.32 billion was sold in six-month bills at an average rate of 5.165 percent, up from 5.160 percent.
