Jay Mille, executive director of; Hie Illinois chapter of the UCLU, said Wednesday the UCLU's position is that prayer belongs, in the home or church and not government institutions The bill has been sponsored in the, state Senate by Sen. John J. Lanigan, R-Chicago. Lariigan's bill would permit, but not require, establishing a daily peroiri in public schools when those students wishing tc do so would engage in silent player. Several towns were flattened and the already deeply depressed economy of the area suffered a disastrous blow. Quake refugees blame official red tape for holding up rebuilding of their howns. To emphasize their difficulties, thousands staged a 48-hour general strike in the quake area Tuesday and today. The main problems of the shanty towns are water, electricity and mud. The .water is scarce because the towns are built in open fields, where there are no aqueducts. Water supplies come mainly from nearby communities. Electricity is being supplied to the refugees free by, the state-run electricity agency. But it has set a maximum of one kilowatt per family. The refugees contend this is not enough. They have offered to pay to get more, but say red tape is holding up the request. When stoves are plugged in at night to heat the shacks, the light goes off. • "Sometimes it takes up to a week or 10 days to get the light back," said farmer Nino D'Antoni. "In some communities a compromise solution has been reached, with each shack using its stove every second night. So we have one warm night and 1 one cold one." When it rains the situation is tragic. The roads become mud fields, the tents are full of water, and communications come to a near standstill. The Italian government has announced plans for reconstruction of the area.
