Bishop Calls for Reform of Iowa's Prisons DES MOINES, Iowa (AP) — The bishop of the Des Moines Catholic Diocese has joined the largely Protestant. Iowa Council of Churches in calling for reform of Iowa's prison system. Bishop Maurice Digmann, in a pastoral letter to southwest Iowa Catholics', said the state needs community-based corrections programs rather than a proposed new multi-million dollar penitentiary to relieve overcrowding at Fort Madison and Anamosa Facilities. The letter urged legislation establishing "an enlightened corrections policy" emphasizing rehabilitation rather than punishment and revenge. Bishop Digmann said the existing penal system has failed to cope with "violence and dispair in a society that is challenged by crime." » Group Against River Project to Meet Friday A meeting about the effects of proposed work on lock and dams 26 in Alton, III., will be held Friday at 8 p.m. in the Lake City High School auditorium, sponsored by the Citizens United to Save the Valley. Two speakers are expected. One is director of marketing research of the Missouri-Pacific and Texas and Pacific railroad companies. Another speaker on the agenda is from the Coalition on American Rivers, according to Elmer Dobson, of the Save the Valley group. The organization, with members from Carroll, Greene and Calhoun Counties, opposes improvements on lock and dams 26 as proposed by the U.S. Army Corps of Engineers, inside Personals Mr. and Mrs. James Heim and daughters Angie and Carrie left Saturday for their home at Brighton, Colo., after visiting for a week in the homes of their parents, Mr. and Mrs. Leo Heim of Auburn and Mr. and Mrs. Linus Roth of Carroll.
