David Blair of Batesville, committee chairman, said Tuesday. The House of Delegates rejected Ihe proposal Thursday because Ihe amendment would have legalized all closed meetings of public boards an commissions with their attorneys. Boards and commissions in Arkansas now may hold closed meetings only on personnel mailers. The House of Delegates referred the proposal back to the Jurisprudence and Law Reform Committee to have the proposal narrowed to limit the subject mailer on which attorneys could meet privately with boards and commissions. LITTLE ROCK (AP) - Arkansas has been recognized as the top ranking state in the percentage of interstate mileage completed and opened to traffic. The American Society of Civil Engineers presented a plaque to the state Highway Commission Tuesday in recognition of the accomplishment. State Highway Director Henry Gray said Arkansas had 508.5 miles or 97 per cent of its 526-mile interstate system open to traffic. Nationally, Gray said, only 84 per cent of the 42,500-mile system is open. Gray said the state had construction under way on 12 miles or 2 per cent of the remaining unopened interstate and that engineering or right-of-way work was under way on 5.5 miles or 1 per cent. Gray said Arkansas had saved money by getting its interstate work done early. MOUNTAIN HOME, Ark. (AP) — State Police say Ruth B. Kay, 55^ofjMquritain Homev,? was killed in a head-on crash on Arkansas 5 near here Tuesday. Troopers said the woman's car crossed Ihe center line of the highway and struck another vehicle, driven by H. D. Wyatt, 34, of Melbourne. They said he was not seriously injured. CLYDE, Ark. (AP) - William Thomas Dayberry, 32, of Canehill was killed in a two-vehicle crash two miles west of this Washington County community Tuesday. Trooper Tommy Williams of Ihe Slale Police said the accident occurred after Curtis M. Voss, 37, of Barling lost control of the truck he was driving as it rounded a curve on Arkansas 45. .. Voss' truck then crossed the center line of the highway and slruck Ihe car driven by Dayberry on Ihe left front side, Williams said.i Voss was laken to Washing- ion Regional Hospital in Fa- yetieville. EL DORADO, Ark. (AP) International Paper Co. said Tuesday it has purchased 49.3 per cent of the stock of Anther ny Forest Products Co. of El Dorado for an undisclosed amount of money. Louisiana-Pacific Corp. had owned the stock. Anthony Forest Products has a laminating plant here. It has sawmills at Urbana and Magnolia as well as at Atlanta, Tex., and Mansfield, La. It operates a plywood plant at Plain Dealing, La. Anthony's sales during the past fiscal year were about $18 million, IP said. NEW YORK (AP) - Former Beatle George Harrison will go on the road Nov. 2 for his first American tour since 1966. Harrison will appear in 25 cities and will be accompanied by Indian sitar player Ravi Shankar. Harrison's last American appearance was at Madison Square Garden in 1971. Heavy rain drenches Wichita Falls, Fort Worth; thick fog shrouds coastal area By the Associated Press Rain that casued flooding in West Texas spread back toward the east in that state today. More than 4 inches of rain fell at Wichita Falls through Tuesday and Fort Worth had almost an inch. No new areas of flooding were reported. The band of rain also moved eastward into the southern Plains and Lower Mississippi Valley. Showers splashed over the Great Lakes region, along the Gulf Coast and into Florida and on the southern Plateau. Thick fog developed in the mountains of South Central New Mexico, West Texas and coastal area of Southeast Texas. Skies were clear in northern New England and along the Middle Atlantic Coast, and from the West Coast to the central Plains and Upper Mississippi Valley. Clouds covered most areas from the eastern Great Lakes through the Southeast, west to Missouri and the southern Plains. Temperatures before dawn ranged from 26 at Houlton, Maine, to 87 at Blythe, Calif.
