Sun Mrs. Todd was the widow of Jouett Ross Todd, a figure in national politics in the 1940s and 1950s, who died in Nassau, Bahama Islands, on Jan. 29, 1967. She was the mother of James Ross Todd, well-known broker, who died on July 29, 1969. Mrs.

Todd is survived by a sister, Mrs. Paul Bubendey, of New York City, and two grandchildren, the Misses Margaret Jouett and Louise Ross Todd. Mrs. Todd was the former Dorothea Onativia, a native of New York City. Her early schooling was at the Fermata School in Aiken, S.C., and during her day at Walnut Grove Baptist Church.

The body is at Dwight C. Smith and Dr. Arthur X. Deegan, director of planning and research for the Archdiocese of Detroit. The meeting is designed to assist a steering committee of the United States Catholic Conference's 50-member Advisory Council, which is considering the feasibility of the pastoral council.
