FIEDLER JR. The Sallna Journal Companies in the business of plastics, aviation, agriculture and distribution are among the industries that can expect to hear a lot from Kansas in the next 18 months. Those businesses, as well as firms searching for places to locate service centers, are being targeted by the Kansas Department of Commerce and Housing in its latest business recruitment campaign, called "Kansas, Built on Character." The effort was among the topics discussed during a department planning session Friday in Salina. "We're like a business," said department director and Lt. Gov. Gary Sherrer. "We develop a strategic plan every year." The sectors targeted were selected by two national research firms as those companies that could benefit from a site in Kansas. Plastics firms, for instance, might be attracted by Pittsburg State University's plastics engineering technology program, one of only two such programs in the country. Kansas' central time zone would be an advantage to companies desiring a site for a customer service center. Its central location also could be of interest to product distributors. The department is advertising in the companies' trade magazines, and staff members will be deployed at their trade shows. The timing of the campaign was not arbitrary. People are full of economic optimism, Sherrer said. Business development is a long-term process and it made sense to launch the campaign now. "Why not drive that mo- SHERRER mentum. This economy is not going to stay hot forever," he said. "This is the perfect time to be aggressive." The campaign, launched earlier this month, is still too young for its effectiveness to be gauged. But if it's successful, the state only can do so much. Communities that hope to benefit from the recruitment campaign must do their part, Sherrer said. "We're trying to work with communities to position them so they can be competitive." Not all companies want to locate in the Kansas City or Wichita areas. "We believe there are solid opportunities for central and western Kansas if communities will be aggressive partners. If a community wants economic development there are some real opportunities for them if they prepare and are willing to make commitment to do it." These include getting their infrastructure and housing in order, among other things. "All of our programs are designed so they can be accessed by any community, regardless of size or geography," he said. Sherrer's department also is in charge of the state's tourism. He sees a greater benefit in snaring the attention of those traveling through Kansas rather than promoting the state as a destination, although niche-marketing of the state's historical features, such as forts, has promise. "We have a lot of good things. We've got the traffic. We need to do a better job of getting these people to stop." One attention grabber is expected to be the Rolling Hills Refuge Wildlife Conservation Center under development near Salina and scheduled to open next summer. Although a beneficiary of some state grants, the center exists largely from private donations and the generosity of Salina businessman Charlie Walker, who donated the land and buildings to establish the park. T PAYLESS CASHWAYS Salina Journal Payless to target commercial market Company convinced professional customer to provide future growth By The Associated Press KANSAS CITY, Mo. — Payless Cashways has settled on a target market as the building-materials company emerges from bankruptcy. The company on Thursday announced a shift in its business strategy, abandoning what had been called the "dual path" approach and gearing itself toward serving builders, other contractors and institutional buyers. "As we move forward, it is clear that the professional customer will provide the future growth for Payless Cashways," said acting chief executive officer Donald Roller. Payless' previous management had implemented the dual path philosophy, under which its stores had tried to serve both professional contractors and do-it- yourself consumers. Further im- plementation of that strategy was put on hold after Payless filed for Chapter 11 protection last July. That doesn't mean Payless Cashways is abandoning the home consumer entirely, Roller said. "We will not walk away from $1 billion of business with the consumer," he said. "We will contin-' ue to serve the customer in markets where it is beneficial to the; enterprise. In other i markets, we will serve the consumer segment selectively to the extent that their needs align with the needs of our target consumer, the professional." Payless Cashways filed Chapter 11 after laboring for almost 10 years under a large debt incurred in the 1988 management-led buyout. The buyout left the company with more than $1 billion in debt on the eve of the biggest expansion in the industry's history, as the new superstores began opening around the country.
