Flneral, By MERVIN AUBESPIN Courier-Journal Staff Writer Joseph B. Robinson, who spent most oi his adult life helping people believe ill themselves, died Sunday at Jewish Hospital in Louisville. Educator, counselor, community activist, Robinson, 59, was many things many people. JLast week he announced his intention to run for the Democratic nomination for 12th Ward alderman. Through the years he developed a loyal following in Louisville and across the country of people who sought his advice and counseling be they 14 or 40.

Although he was on medical leave from his position as a counselor In the Jefferson County school system, Robinson continued to be Involved with many community agencies and organizations, especially those dealing with mental health and helping young people. For almost 30 years, Robinson worked in Louisville as a juvenile parole officer, teacher and school counselor, part-time university instructor and, in recent years, host of a radio talk show. IHe was director of guidance and counseling services in the old Louisville school system from 1963-65 and was co-director and later director of counseling in the Jefferson County system from 1975-79. I Robinson also worked as a part-time instructor in social and behavioral sciences at Jefferson Community College and in the educational psychology department at the University of Louisville. He was also in demand as a speaker and for workshops in counseling and human relations.

Robinson began his teaching and counseling career at DuValle Junior High School in western Louisville in 1955 and, according to co-workers, became an "institution" because of his ability to deal with difficult students whom he affectionately called his babies. In an interview earlier this year, he said some of his most rewarding experiences came while he was at the mostly black school. He admitted then that only after much consideration did he finally accept his next position as assistant director of guidance services with the old city school system. "Untii this day, I resent with a passion the notion that black parents in the lower income scale do not want the best educationally for their children," he once said. "There were few supplies and we fought every inch of the way for what we needed.

And, in spite of it, all my babies still learned." Robinson was an Army veteran of World War II and a board member of number of organizations, including the Louisville Area Association of Mental Health, Kentucky Area Association of Mental Health, Bingham Child Guidance Center, and Seven Counties Services mental-health association. Survivors include his wife, the former Mamie Phillips; two daughters, Jobi K. Robinson and Terri Lynne Beckham; a son, Ira Dean Robinson; three sisters, Gladys Gales of Cincinnati, Laurene Clark and Frances Hardeman; a brother, William L. Robinson; and five grandchildren. The funeral will be at 1 p.m.

Woman, 2 sons killed in fire near Maysville Associated Prats MAYSVILLE, Ky. A woman and her two young sons were killed yesterday by a fire that destroyed their home in rural Mason County. The bodies of Joyce Chandler, 23, and her two sons, Scott, 6, and Jeffrey, 3, were found in a first-floor bedroom of the two-story frame house. Mason County Coroner Jim Brell said. Mrs.

Chandler's husband, Lowell, had gone out to feed livestock about half an hour before the fire broke out about 9:30 a.m., officials said. Her father, William Cracraft, broke a window to try to enter the burning house but was driven back by flames, officials said. He was treated for cuts at Hays-wood Hospital in Maysville and released. Fire officials said the blaze was reported by a passing motorist, Elmer Burton. Washington and Mays Lick volunteer firefighters fought the blaze, on U.S.

62 about one-half mile east of Sardis. Only two walls and part of the roof were left after the fire was extinguished. The body of Scott, a first-grader at Mason County Elementary School, was recovered about 11:30 a.m., and the others were found about 2:20 p.m. "Firefighters said the fire might have started in a natural-gas stove in the living room. State fire marshal's investigators will try to determine the cause today.

"The funeral for the victims will be Thursday at Palmer Funeral Home in Mays Lick, with burial in Shannon Cemetery nearby.
