August 28; Sept. 4, 11, 18; 1974 ORDINANCE NO. 932 AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED VOTERS OF THE CITY OF HOPE, ARKANSAS, THE QUESTION OF LEVYING AN ANNUAL TAX OF NOT MORE THAN ONE MILL ON THE ASSESSED VALUE OF THE REAL AND PERSONAL PROPERTY WITHIN THE CITY FOR THE PURPOSE OF PAYING PENSIONS TO RETIRED FIREMEN, AND PENSIONS TO THE WIDOWS AND MINOR CHILDREN OF DECEASED AND RETIRED FIREMEN. WHEREAS, the City of Hope, Arkansas, is a city of the first class and is authorized by Amendment 31 to the Constitution of the State of Arkansas to levy an annual tax of not to exceed one mill on the dollar upon the assessed value of the real and personal property of such city for the purpose of helping pay firemen retirement pensions and pensions to the widows and minor children of deceased firemen and widows and minor children of deceased retired firemen; and, WHEREAS, a judiciously administred pension fund would be a potent agency for securing and retaining the services of the most faithful and efficient class of men connected with a department of municipal service in which every property owner-and resident of this city_ is most vitally interested; and, WHEREAS, it is the opinion of the members of the Board of Directors of the City of Hope, Arkansas, that it is for the best interest of the City of Hope, Arkansas, that its firemen's fund, already established, be supplemented by an annual levy of a tax of one (1) mill; NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF HOPE, ARKANSAS: SECTION 1. The ballot title shall appear as follows: "The Question of the Levy of an Annual Tax of Not More Than One Mill On The Dollar Upon the Assessed Value of the Real and Personal Property Within the City of Hope, Arkansas, For Purpose of Paying Pensions to Retired Firemen and Pensions to Widows and Minor Children of Deceased Firemen and Widows and Minor Children of Deceased Retired Firemen." "FOR FIREMEN'S PENSION LEVY OF ONE (1) MILL TAX." "AGAINST FIREMEN'S PENSION LEVY OF ONE (1) MILL TAX." SECTION 3. That in the event of the approval of said tax levy by the qualified voters of the City of Hope, Arkansas, that such steps be taken as are necessary to comply with the will of the people as expressed in said election. SECTION 4. A sound Firemen's Pension Fund being necessary for the peace and safety of the persons and : property of the citizens of the City of Hope, Arkansas, an emergency is hereby declared to exist; and this ordinance shall take effect immediately upon its passage and approval, and the question shall be submitted to the voters as herein provided.
